In order to do Missions for Prefect Talmont, you first need to do some errands for him. All missions are pre-NGE and simple "go to location X and kill someone" type missions. No XP is rewarded, only faction and money.

PC: I'll stop those rebels from ever stealing anything again!
Wilhalm Skrim: Excellent, I'm sure this will go a long way in earning the Prefect's goodwill. Return the datadisc to me, and I'll see what I can do about getting you that appointment.

Your target is a Zabrak named Dak Linser (CL15). Go to the waypoint Wilhalm gave you and kill him, then return to Wilhalm Skrim.

Wilhalm Skrim: Your service to the Empire is appreciated. Prefect Talmont remains unavailable at this time, but contact me for future assignments.

Wilhalm Skrim: One of our Informants has become -- unreasonable. He claims he has some information of great importance to the Empire but asks an outragous sum for it, sight unseen. Might you persuade him to relinquish it and let us decide an appropriate reward?

Your target is a Twi'lek named Nethlek'Vaa. Again, just kill the alien. Two rebels (CL15) will ambush you when near the target. Nethlek'Vaa is only CL4.

Nethlek'Vaa: I can't believe that skinflint wouldn't just pay for the goods.

Return to Wilhalm Skrim after you got the datadisc.

Wilhalm Skrim: You serve the Empire well, and Prefect Talmont will note this. However, he is otherwise occupied at present. Contact me for future assignments, and perhaps I'll be able to get you that appointment.

Wilhalm Skrim: One of my -- ahem, the Prefect's clerks has made a serious error in judgement. I need someone to arrest her before she causes this office considerable embaressments. Will you do it?

Ananda Dwyce has decided to join the rebels. Arrest her before she can escape. Go to the given waypoint. Two rebels will spawn when you are close (CL16 and CL15). Ananda herself is not attackable. Just talk to her to solve this mission and return to Wilhalm.

Wilhalm Skrim: You have performed admirably. Prefect Talmont will see you now

After that, you can get more missions (of the same style) from Prefect Talmont.
