Vogel was the secretary and assistant to Kara on the planet Necros. He was very dedicated to his work and admired Kara so much. It seemed as if they were having a relationship but nothing was made clear.

He assisted her in her plan to destory Davros so that she could control the food supply for the whole galaxy. She duped the Knight Orcini to try and destroy Davros but this plan failed. Before it failed, however, Davros sent two of his new Imperial Daleks to bring Kara and Vogel to him.

In the middle of a toast, the Daleks entered. Vogel refused to be taken to Davros and the Daleks exterminated him. (DW: Revelation of the Daleks)

Ensign Manfred Vogel was a male Starfleet security officer serving in the 24th century.

By 2380, Vogel was assigned to security on the USS Enterprise-E, and enrolled in Zelik Leybenzon's martial arts class. (TNG novel: Q & A)

By 2381, he had completed sharpshooter training. During the Borg Invasion of 2381, the USS Aventine and the Enterprise traveled through a subspace tunnel from the Azure Nebula, hoping to find the staging area of the Borg, but ended up near the Carina Arm near the border of the Delta and Gamma Quadrants. A fleet of Hirogen vessels attacked and boarded the two vessels, and Vogel was part of Randolph Giudice's security team to defend the vessel, all armed with TR-116 rifles. As the Hirogen hunters approached, their energy dampeners knocked out the lighting, and Vogel and Harley de Lange were impaled with starburst-shaped throwing blades, dead before their bodies struck the deck.
