From The Vault
Vic the Trader is the character the Chosen One is originally dispatched to find in Fallout 2. Vic sold the tribals of Arroyo a number of Vault 13 water flasks as holy relics. He originally purchased them from a trader in Vault City. He resides in Klamath, but naturally things aren't going to be easy if you want to talk to him. You catch up with him later on down the line in The Den.
Metzger, the Slaver leader, has taken Vic prisoner and is holding him in their compound. You may either buy him or bust him out. Once freed, he tells you what he knows and then offers to join you on your quest. Low intelligence characters are given a dialogue choice to recruit Vic but nothing results from the choice.
Vic has a daughter who lives and works in Vault City and will turn hostile if you attack her. Vic may also have a heart problem similar to Cassidy's since there have been reports of him dying when he takes a super stimpack or other chems.
If Vic has a higher Repair skill than you (which he likely will, with that final 130%), he will run up to and repair anything that you tried to use Repair on yourself.
Behind the scenes
Vic's name is most likely a double-entendre. There is a famous restaurant called "Trader Vic's", and Vic is often referred to as "Trader Vic". Vic was also the real name of the titular boy from the post-apocalyptic film A Boy and his Dog.
