The USS Bill of Rights (NEE-2010) was an Excelsior-class starship in service in 2293.

Under the command of Captain Alma Roth in 2293, the Bill of Rights was in the region of the planet Faramond, an archaeological site discovered in the 2240s. She was caught in a huge power-dampening field when Roy John Moss partially reactivated the long-dormant technology of the advanced race that used to live there millenia ago.

She was later rescued by Captain James T. Kirk and the USS Enterprise-A. (TOS novel: Best Destiny)

The Bill of Rights is unique amongst Starfleet vessels in that it has a "Naval Exploration Extension" (NEE) rather than the usual "Naval Construction Contract" (NCC).
