From the RuneScape Wiki, the wiki for all things RuneScape

Ornamental armour is a reward from Treasure Trails. The most commonly found type of ornamental armour is trimmed armour. All ornamental armours offer the same bonuses and penalties as their standard counterpart, but they cost much more and are therefore seen as a status symbol. Ornamental warrior armours should not be confused with the heraldic armours created by players in player owned houses. Only full helmets and kite shields can be made heraldic, and the resulting armours are no longer tradeable.

Players cannot make any ornamental armours, but they can be obtained by trading with other players or by completing Treasure Trails. Despite several attempts by Jagex to warn players, players performing a scam in which they claim that they will trim a player's armour, only to run off with the armour, are too commonly found. Due to the new trading system such scams can not be performed anymore. As of the 15 October 2008 PvP worlds update, most ornamental armours have experienced a decline in worth. This is due to the update allowing players to fight almost anywhere in PvP worlds, and most players are not willing to bring more expensive trimmed armour, rather than normal untrimmed into combat where there is a chance of death. Thus, the demand for ornamental armours has gone down.
