Probationer Toba was a Dominator who was second-in-command of an expedition to Dulkis looking for fuel. He tended to favor violence and murder as a way of containing security threats. On this point and others, he frequently clashed with his superior, Navigator Rago, who saw killing largely as a waste of energy. He encountered the Second Doctor, Jamie and Zoe after the TARDIS materialized on an atomic test island on Dulkis. He was killed when a primed Dominator bomb was snuck back onto his ship by the Doctor. (DW: The Dominators)
