From TARDIS Index File, the free Doctor Who reference.

Theseus was a legendary Greek hero and king, perhaps best known for fighting the Minotaur. The Doctor claimed to have given Theseus the ball of string he used to find his way around the labyrinth. (DW: The Creature from the Pit) He later claimed to have forgotten to remind Theseus to paint his ship white. (DW: The Horns of Nimon)

Theseus, the central figure of "Theseus and the Minotaur", volunteered to go to slay the Minotaur. He promised to his father, Aegeus, that he would put up a white sail on his journey back home if he was successful. Ariadne, Minos' daughter, fell in love with Theseus and helped him get out of the Labyrinth by giving him a ball of thread, allowing him to retrace his path. Theseus killed the Minotaur. Theseus took Ariadne with him but on the return trip abandoned her on the island of Naxos. He also failed to fly white sails on his return journey, thus causing his father to throw himself into the Aegean sea, which was since named after him.

Admiral Theseus was stationed at Starbase 55, where he oversaw missions for various starships, including the USS Phoenix-X. He worked exclusively with Section 31, until sometime between 2377 and 2380, when he passed on his duties to Elena and Nelkast. (Star Trek: Phoenix-X: "The Tiloniam System", "Jumpers, Part I", "Possible Regret")

Theseus often used Admiral Cloud to do his bidding and his possibly traceable dirty work. Usually, he then has Cloud's memory erased. ("Killing Spree")

There may be a good chance that Theseus is actually an all-knowing and powerful alien, although this is merely speculation. ("Guinea Pigs", "Forbidden Crossing, Part III")
