She works at the local coffee emporium, and when Steve asks why everyone there drinks so much coffee, she transforms into a Carmen Miranda get-up and leads the patrons in a lively song and dance number.

Theresa is the leader of the rebel faction in Vault 13. The rebels are concerned about the health of the members in the vault and think that the Overseer is purposely hiding information from the vault dwellers. If you talk to her and convince her that the Overseer is correct, the rebel faction will disperse.
Theresa appears only in Fallout.
