The Boss was director of the Torchwood Institute and, by extension, head of Torchwood One during the middle of the 20th century.
At some point "The Boss" became head of the Torchwood Institute. At the time of his stewardship, Torchwood One was situated underneath a London chip shop. In May 1952, two Torchwood One scientists, Doctor Sally Fletcher and Peter, that were studying an extraterrestrial messaging device (which they had dubbed "the Depressor") spoke with him. They told him that the device was trying to send its message by using negative emotional energy as a power source. It had begun to actively spread negative emotions to get itself more power, causing an increase in violent crimes all over the city. This eventually culminated in a full-on riot, causing Torchwood One, who themselves were now beginning to get strong negative emotions, to go into lockdown. The first of the personnel affected was "The Boss," who was locked into his office for his own safety. While affected, he destroyed much of his furniture. After the others mustered enough positive emotional energy to largely cancel the Depressor's influence out, "The Boss" was presumably let out of his office. (WEB: Torchwood website)
Sometime later, he recommended Doctor Fletcher stay in the small village of Erioed ("a charming spot at the bottom of a valley") while she was on her yearly holiday. Initially unbeknownst to her, he had secretly sent her to investigate a powerful alien artifact that was buried underneath the village green. After Doctor Fletcher had dealt with what she had found, Erioed was flooded- apparently for the impromptu construction of a reservoir. The Boss is manager to Daniel, the angel who monitors the crisis of Kermit the Frog in It's a Very Merry Muppet Christmas Movie. Although it's never clearly stated, it is suggested that her character is God. For example, she makes claim to having created the complex bug eye and a coffee-producing shrub, and alludes to the fact that she "works in mysterious ways". The latter quotation refers to God, as taken from Isaiah 45:15 of the King James Bible, and later popularized as a common expression.
During a May 2008 appearance on The View, Kermit says "I believe she played the part of God, which is sort of the same role she plays here."

The Boss is a mysterious businessman who was hired by the Board of Directors for Lords of Pain Wrestling (LPW). He was hired to replace Spectre as LPW CEO and Inferno general manager due to the global economic crisis of 2008, forcing the Board to make quick action.
His first administrative decision saw him hire the controversial Little Red as Insanity's general manager.
