Terrorism is the process of using fear as a means of coercion. It is used as a tactic of groups hoping to force a change to meet their ideological values. Individuals who carry out acts of terrorism are known as terrorists.

Terrorism had largely disappeared from Earth by the mid 21st century. A number of terrorist groups, including the Alliance for the Twelfth of November and the Irish Republican Army joined forces to try to capture a pair of Vulcans stranded on Earth in 2045; their failure and eventual deaths and arrests led to the end of their organizations. (TOS novel: Strangers from the Sky)

In the 23rd century the Klingon High Council maintained a zero-tolerance directive on terrorism. Acting under this directive, in 2267, Kor, son of Rynar ordered two-hundred Organians be rounded up and executed in response to the Organians aiding the escape of James T. Kirk, who he considered to have carried out a terrorist act in the sabotage of the Klingon's ammunition depot. When Kor's first officer Kahlor, son of Kolox questioned the honorability of slaughtering two-hundred innocents Kor noted the High Council directive and pointed out that "today's terrorist is tomorrow's revolutionary". In the 24th century the search for the Stone of Gol revealed the VIM to be a "terrorist movement." (ST roleplay module: All Our Yesterdays: The Time Travel Sourcebook)

The Liberty City Terrorist was a gang that was dropped during the develepment of Grand Theft Auto III. While it remains uncertain why they were removed, it is widely believed that it was due to the 9/11 terrorist attacks. They were likely led by Darkel and one of the members were possibly Curtly, two other deleted characters. Their motive was to bring down the economy in Liberty City. Their missions mainly involved terrorist activities, such as setting pedestrians on fire, blowing up an ice cream van, Liberty City High School, and the Love Media building - with Donald Love in it. The dropped gang was later mentioned in Grand Theft Auto IV by both Roman Bellic and United Liberty Paper as they were causing a threat to Liberty City.

Terrorists were those who used violence and threats to intimidate or coerce, especially for political purposes.

History

Several groups were considered terrorist groups by various governments. The Empire widely branded the Rebellion as terrorists, mostly for propaganda reasons. The Corporate Sector Authority considered the Meatlump Gang to be a terrorist organization, for planting explosives in various civillian locations, such as hotels. Terrorists were also known to place bombs in the eastern part of Theed, much to the annoyance of the Royal Security Forces.
