Telepathy is a psychic ability which allows mind-to-mind communication, the term can also be used to describe and is linked mind control and mental hypnossis. TARDISes such as the Doctor's Type 40 have telepathic abilities from dedicated systems known as Telepathic circuits; among other functions, these translate any language for the passengers.

According to Star Trek science consultant and writer André Bormanis, telepathy within the Star Trek universe works via the "psionic field", the "medium" through which unspoken thoughts and feelings are communicated through space. Some humanoids can tap into this field through a kind of sense organ located in the brain (e.g. the paracortex). In the same manner that human eyes can sense portions of the electromagnetic field, telepaths can sense portions of the psionic field. (source)
Telepathy is the ability to communicate with others using only the power of the mind. Some alien races, such as Martians, possess this ability as a natural extension of the powers common to all Martians. In some cases, certain restrictions may apply to an individual's ability to harness this power. Some telepaths may only be able to speak to specific lifeforms. In the case of Aquaman, his telepathy was once limited to marine-based lifeforms including fish and some mammals such as whales and dolphins. As he grew older, Aquaman was able to increase the range of his telepathy to include land-based mammals as well as human beings. Elementals may communicate telepathically with beings that correspond to their respective elements. Swamp Thing for example, can communicate with vegetative lifeforms, but cannot communicate telepathically with other lifeforms. In the 30th-31st century, humanoids from the moon of Titan possess telepathic capabilities. Some mystics may develop telepathic powers, but such gifts work under the rules of magic, and may function differently from that of standard telepathy. Telepathy is the ability to read and/or to transmit to other beings' minds. This may be through images, words, phrases or other common denominators. A person with this ability is called a telepath or is said to be telepathic.
Races like the Betazoids, Vulcans, M'Tar and Na'arbi are inherently telepathic. Among humans, telepathy was rare, but not entirely unheard of.
Telepathy ability can vary from race to race and individual to individual.
For example, full-blooded Betazoids can receive thoughts and feelings from almost all races, but can only transmit information amongst other Betazoids, and sometimes other telepaths and empaths.
Telepathy was the very basic ability to mentally communicate over small or vast distances with other individuals. Every Force user, Jedi or Sith, was able to use it. The range of telepathy itself is theoretically infinite, but the telepath must be able to sense the presences of those they wish to contact. Thus, communicating with non-Force-sensitives became nearly impossible over distances greater than a handful of kilometers, and the typical upper limit for Force-sensitives was approximately 1,000 kilometers. However, individuals who were siblings, related, lovers, or lifelong friends, or who were once master and apprentice, were known to communicate across ranges far longer than that, and, in extreme cases (such as the twin bond between Jacen and Jaina Solo), the link apparently had no limit.
Generally, a Force-user was not telepathic enough to truly read the thoughts of other beings, but only the emotions and images of them. This form of basic telepathy was more commonly known to be Force empathy. It should be noted that while every Force-adept was able to use it, very few were actually skilled enough to commit in actual telepathic conversations. Most Force-sensitive individuals could only exchange short four or five-word sentences to those that they shared close bonds with. Usually, Jedi employed telepathy only to read the states of minds or engage in silent communications. Eye contact, in part, allowed a user to have less difficulty in focusing on a target's thoughts. A very skilled user could isolate their own brain waves, intercept stray thoughts, screen multiple minds simulatenously, whisper across space, yell without noise, keep secrets, and uncover the truths under layers of deceits and hidden memories. Adept pilots could even be able to seek information from other stars so as to navigate a starship through hyperspace without use of a nav computer. Moreover, telepathy also gave its user an advantage in combat, being able to easily predict the next movement of an opponent.[1]
Saesee Tiin, Plo Koon and Kit Fisto were three of the most skilled Jedi telepaths.
Some species, such as the Iktotchi, the Hortek, the Quermians, and the Draethos, had evolved a natural telepathic ability, common even to those of their number who could not touch the Force. When trained as Jedi, their natural talents were often magnified a thousandfold or more. This was the case with Saesee Tiin, whose natural prowess in the ability caused him great discomfort during his years as a Padawan. It was not until he was trained by Jedi Master Omo Bouri that he learned to better control his telepathic sense.[1]
Because telepathy was such a basic use of the Force, Luke Skywalker was able to employ it to reach out to Leia Organa and call for her help during the Occupation of Bespin. Dark Lord Vader then (as Luke and the group were escaping) called out to Luke to again convince him to join him and embrace the dark side. The fact that the three were related allowed them to reach out over even greater distances.
Telepathy is the ability to contact other minds directly. In rudimentary forms, it allows the communication of feelings and emotion; in advanced forms it allows the transfer of information.

All telepathically able sophonts learn how to create a mental shield which protects the mind against unwanted telepathic interference. Such a shield is automatically in force at all times and requires no effort to maintain.
Artificial psionic shields can be purchased; they are clumsy helmetlike devices which function in much the same manner.
