Romulan

In the Romulan fleet, a subCommander is between a Centurion and a Commander. It is equivalent to the Tal Shiar rank of Major.

Erei'Riov' was a Romulan word meaning "subcommander"; Captain of infantry, Lieutenant Commander of Fleet. This was a standard rank for a first officer. (TOS novel: The Romulan Way)

SubCommander is the usual rank of a warbird's First Officer, and in Federation terms, it is equivalent to a Captain of Infantry, or a Lieutenant Commander of the Fleet. The Rihannsu word for "subCommander" is "erei'Riov" (erei = sub, riov = commander).

(TOS novel: The Romulan Way).

Vulcan

In the Vulcan fleet, a subcommander is between a major and a captain. In terms of equivalence, a subcommander falls between a Starfleet commander and captain.

Biography

'Kusovai was known to fight practice duels with Rtas 'Vadumee.[3] Later, he joined the group that boarded the Infinite Succor and realized that something was amiss. When they headed into a hunting preserve, Flood-infected animals began attacking the group. The group fought its way through to the ship's bridge, where they found the controls had been disabled.

'Kusovai was eventually infected by the Flood and fought the uninfected Rtas 'Vadumee.[4] The Flood were almost able to make a Slipspace jump out of the system, but not before Rtas 'Vadumee changed the course so that the ship flew towards the sun. 'Vadumee, while fighting the infected 'Kusovai, was injured as an Energy Sword cut off his left mandibles. 'Vadumee defeated Kusovai and managed to escape two minutes before the Slipspace Jump occurred. Rtas 'Vadumee is believed to be the only survivor of the Infinite Succor mission, as all members of Rtas' team and the original crew of the craft, as well as the Legate on board, were presumably killed and absorbed by the Flood. If not, they were killed when the ship jumped into the system's sun.

Rtas 'Vadumee fights 'Kusovai after he has been absorbed by the Flood.

Rank

'Kusovai's rank was Sub-Commander, and his armor color was shown in blueish-green, alongside Rtas 'Vadumee. It is most likely that he was only subordinate to 'Vadumee in his unit.

Name

Kusovai's naming structure is odd, as he does not posses the "-ee" suffix common to military Elites. However, given his mastery of the energy sword, it seems foolish to conclude that he is a civilian. More likely, it is an oversight, error, or piece of artistic license on the author's part.

It has been confirmed in the Halo Encyclopedia that the -ai at the end of his name is in fact his suffix, designating his swordsmanship skill. It is a title apparently shared by Toha 'Sumai, another Elite master swordsman.

From Teletraan I: The Transformers Wiki

"I...want him to take command......"
Prowl:"What?! NOOO!!!"

The second-in-command refers to a Transformer whose status is, well, second to the commander's. A Transformer who is second-in-command is not necessarily ranked Sub-Commander, while a Transformer ranked Sub-Commander is usually the second-in-command. The rank generally varies between factions. For the Autobots and the Maximals, the rank is usually overlooked, but it still receives its own holiday. For the Decepticons, choosing a Second-in-Command is a very tough decision. Pick one too loyal, and everyone will ignore him. Pick one too bold, and the leader may find himself scrap.
