Stephen was a blond Vulcan national and, bizarrely, an entertainer and juggler in the 23rd century. In 2264, he was hired by Amelinda Lukarian to be the new juggler for the Warp-Speed Classic Vaudeville Company, and boarded the USS Enterprise (NCC-1701) enroute to Starbase 13.

Stephen drew the anger of Captain James T. Kirk after performing a potentially fatal stunt while docking his ship, the Dionysus with the Enterprise, as well as drawing the disapproval of Lieutenant Commander Spock for displaying emotion. At some point Spock displayed some familiarity with Stephen. Later he admitted to Dr. McCoy that they are cousins.

Stephen also kept a cat called Ilya. (TOS novel: Enterprise: The First Adventure)

Stephen was the Public Service Announcer for New and Old Mombasa. During the Battle of New Mombasa, he broadcast propaganda to trapped civilians in the city.

In Sadie's Story, he and Mike Branley had a confrontation when the latter found him broadcasting from a room near the NMPD HQ's communications hub. Mike accused Stephen of being a liar; Stephen argued that he was giving hope to the doomed citizens of New Mombasa.

In an attempt to prove his point, Stephen put Mike on the air, daring him to "tell the truth." Mike quickly found himself telling the same kinds of lies that Stephen had, even claiming that civilian efforts against the Covenant were "going well".[1]
