Starbase 29 was a Federation starbase operated by Starfleet in the 23rd and 24th centuries, and located near Talin IV. (TOS novel: Prime Directive)

By the late 2250s, Admiral Ellen Mangione was stationed at the base. In 2257, Mangione contacted Captain Augenthaler aboard the USS Constitution and informed him of the details of a classified mission that the Constitution was to carry out in an unnamed star system near the Klingon Neutral Zone. (TOS - My Brother's Keeper novel: Constitution)

By 2269, Starbase 29 was under the command of Vice Admiral Hammersmith. Following the disaster on Talin IV, the USS Exeter delivered a set of new warp nacelles to the base from Earth, where they were later fitted to the USS Enterprise. (TOS novel: Prime Directive)

Ensign Thomas Lee joined the crew of the USS Enterprise at Starbase 29 in 2287. Lee joined the vessel during a base layover, and the ship left for a mission to locate the freighter Arcade, crashed on Dinar IV. (TOS comic: "Once a Hero!")

Starbase 29 was a United Federation of Planets facility, with both orbital and planetbound components, active in the 23rd century.

It was located near Gorn space. (Orion Press: "Free Market Incident")

Starbase 29 was the command base for the Starfleet Seventh Fleet for many years, most notably during the 2290s. During this time, its commanding officer was Commodore Barry Johnson.

A popular area planetside was MegaMall One. (Star Trek: Avenger: "Nobody, Not Even the Rain, Has Such Small Hands")

MegaMall One was an homage to Judge Dredd's MegaCity One.

After the Sha-ka-ree entity attacked the starbase in 2294, the Seventh Fleet was moved 200 parsecs to the "inner" Federation and redeployed out of Starbase 7. (Star Trek: Avenger: "Aftermath")

Per "Aftermath", Starbases 7 and 29 are a day's travel apart, presumably at about warp factor 6 or 7.
