Starbase 24 was a Starfleet facility in the 23rd and 24th centuries. It was the closest Federation base to the Klingon world of Khitomer. (ST novel: The Brave and the Bold)

The USS Enterprise had a layover at Starbase 24 circa stardate 3126.7, prior to its mission to Taygeta V. (TOS novel: The Tears of the Singers)

In 2346, a six-year old Klingon named Worf was treated at Starbase 24 for injuries sustained during a Romulan sneak attack on Khitomer. (TLE novel: The Art of the Impossible)

In 2376, Ambassadors Spock, Lwaxana Troi, and Worf all had stopovers at Starbase 24 prior to a diplomatic conference on Khitomer. (ST novel: The Brave and the Bold)

In February of 2381, during the invasion of the Borg Collective, a previously undetected Borg cube destroyed Starbase 24, along with the USS Merrimack, USS Ulysses, and USS Sparta. (ST - Destiny novel: Gods of Night)

In late April or early May of that year, Starbase 24, under the command of Commander Peter Abraham, relayed several reports from Klingon space, including news that Kinshaya ships using Breen disruptors had attacked the planet Krios. (ST novel: A Singular Destiny)

The apparent contradiction between Gods of Night and A Singular Destiny may indicate that Starbase 24 was able to be restored to at least partial operation shortly after the Borg assault. It's also possible the designation was reassigned to another facility in the interim.

Starbase 24 was a United Federation of Planets facility active in the 23rd and 24th centuries.

Commodore Anatoly Kobryn was the base's commanding officer in the 2270s. (Star Trek: Avenger: "Star Survey")

By the 2290s, the base was under the command of Rear Admiral Richard Voss and was then the largest Federation Starbase near the Romulan Neutral Zone and Triangle area of space. (Tales of the Seventh Fleet: "Upgrade")

The USS John Muir docked at Starbase 24 for an upgrade in 2293. (Star Trek VI: The Undiscovered Country)

In 2296 the USS Justice underwent massive upgrades. During this time the starbase was quarantined due to the finding of a weaponized virus on the ship undergoing repairs. ("Upgrade")

Starbase 24 is also where the second survivor of the Khitomer massacre, Kahlest, was taken to recover in 2346. (TNG: "Sins of the Father", "Redemption")

In 2409, Starbase 24 was under siege by the Klingon Empire. Task Force 17 was assigned to intercept a Klingon battlegroup headed to reinforce the Klingon lines at the starbase. In another quantum reality, Starbase 24 has fallen and what's left of Task Force 17 fell back to Ramatis. (Star Trek Online, RIS Bouteina: "Quantic Fissure")
