Starbase 23 was a Federation starbase that was active in the 23rd century, brought to operational status on stardate 1/6905. Starbase 23 was located at coordinates 6.49S, 2.50W; near Thranstor, Arcanis, Lycly Dun, Genmark, Lea, Kesse and Organia on the Federation side of the Klingon Treaty Zone. This base was designated as the headquarters for Starfleet's Klingon intelligence sector, with activities units monitoring internal affairs, Klingon and Orion activity intelligence. Bases that were under the command of Starbase 23's intelligence staff were located on Chaidik, Thranstor and at Starbases 22 and Starbase 27. Starbase 23 was the control base of Southern Skies Starlines, a Starfleet Intelligence front organization based on Thranstor. (RPG reference: Star Fleet Intelligence Manual)

Starbase 23 was also located near the Romulan Neutral Zone, in proximity to the Devron star system. (TNG episode: "All Good Things..."; ST reference: Star Trek: Star Charts) The Romulan Commander captured by the USS Enterprise in 2268 was held at Starbase 23 until she was returned to Romulan space in exchange for a Federation ambassadorial aide. (TOS novel: Cloak)

The base was the closest Federation starbase to the planet Sordinia IV. In 2257, Prime Vodis Vodanis sent an urgent message to Starbase 23, informing them that unknown alien invaders were approaching their planet and they needed urgent assistance. Admiral Blosser of the base, then contacted Captain Augenthaler and dispatched the USS Constitution to investigate. (TOS - My Brother's Keeper novel: Constitution)

Following the end of the Dominion War, Zelik Leybenzon served aboard the starbase as a security officer under Commander Aenni. At the time Admiral Vance Haden was in command of the base. (TNG novel: Q & A)

Starbase 23 was a United Federation of Planets Starfleet facility active in the 23rd and 24th centuries, located near both Klingon and Romulan territories. (TNG: "Suspicions") It was the nearest Federation base to the Arachnae Nova but still quite distant from it. (TAS: "The Counter-Clock Incident")

In the mid-2280s, the base's commanding officer was Commodore Antonia M. Niccomachi. (FASA RPG: Return to Axanar)

A G-class station (The Starfleet Museum), the starbase was a major repair facility. It was here that USS Justice was repaired following a disastrous collision with an asteroid in 2294. (Tales of the Seventh Fleet)

In the 2370s, Starfleet relocated Starbase 23 to the Talrath system, in orbit of Talrath IV. (Federation Gaming Network)
