Starbase 22 was a Federation starbase that was active in the 23rd century, brought to operational status on stardate 1/6401. Starbase 22 was located at coordinates 5.56S, 4.53W; near Thranstor, Arcanis, Lasur Funop and Organia on the Federation side of the Klingon Treaty Zone. (RPG reference: The Four Years War)
This was a base for Starfleet's Klingon intelligence sector, under the command of Starbase 23's intelligence headquarters. Starbase 22 was the control base of Southern Skies Starlines's Westlines Division, a Starfleet Intelligence front organization. (RPG reference: Star Fleet Intelligence Manual)
In 2269, the USS Enterprise headed for the starbase following the encounter with Kukulkan. (TAS episode: "How Sharper Than a Serpent's Tooth?")
In 2273, the base was commanded by Commodore David Fein. The Enterprise docked at Fein's starbase to receive minor repairs, take aboard additional personnel, and the crew's personal effects after the Enterprise's quick launch in response to the V'Ger threat. (TOS novel: Ex Machina)
In 2276, Starfleet Command ordered the Enterprise to the starbase to be briefed by Fleet Admiral Paul Harrington on their mission to return Stevvin and Kailyn to Shad. (TOS novel: The Covenant of the Crown)

In the 2270s, the base was commanded by Commodore David Fein. It was in the general vicinity of "thataway", the heading James T. Kirk ordered after the V'Ger incident. (TOS novel: Ex Machina)
In October, 2288, Starbase 22 dispatched orders to USS Avenger to investigate the disappearance of the skiff Monarch Butterfly in the Menrik star system. Following its recovery, the skiff was towed to the starbase. (Star Trek: Avenger: "Rescue at Menrik")
