Starbase 1 (also referred to as Starfleet Repair and Service Facility, Sol III, with registry number NCC-6038) is the Federation starbase located in orbit of Earth. (ST reference: Star Fleet Technical Manual)

In 2270, Starbase 1 reported that ten Romulan warships had breached the Romulan Neutral Zone and were headed for the planet Gateway. (TOS novel: Yesterday's Son)

In late 2285, Starfleet Security released their final analysis on how Admiral James T. Kirk and his crew were able to steal the USS Enterprise from the facility. (TOS roleplay module: Star Trek IV Sourcebook Update)

In 2375, a Breen attack left Starbase 1 without power while servicing the USS Columbia, trapping the only starship in the Sol system behind the massive space station's doors. The USS Enterprise-E was later able to free the Columbia, and the two starships then defeated Breen forces attacking Earth. (TNG short story: "Eleven Hours Out")

In 2380, the Trinni/ek delegation was beamed aboard Starbase 1 for medical treatment after it was determined that no hospital in Paris was as well-equiped for their alien physiology. (ST novel: Articles of the Federation)

Starbase 1 is conjectured by many to be the Earth Spacedock, seen in Star Trek III: The Search for Spock, Star Trek IV: The Voyage Home, and Star Trek VI: The Undiscovered Country. The image reflects that conjecture.
In the novel (DS9 novel: Time's Enemy) Starbase 1 is located in the Oort Cloud of the Sol system.

Earth Spacedock in 2293.

Earth Spacedock (or Starbase 1) was a United Federation of Planets facility active during at least the late 23rd century. It is a large, mushroom-shaped facility that included eight internal docking bays.

Origins

Orion Press continuity

The Safe Haven-class facility was built in 2275. Spacedock was said to be the homeport for USS Enterprise. Its staff of engineers numbered about 1,000. (Orion Press: Liberation from Hell)

Shatnerverse

Earth Spacedock originated as the United Earth Transportation Hub and was used for commercial traffic to and from Earth. Sections were added on to the original structure over the decades, culminating in the familiar mushroom-shaped structure extant as early as 2250. (Star Trek novel: Collision Course)

History

In 2370, Admiral Daniel docked the USS Phoenix (NCC-65420) at the station to join a conference on Earth.

During this time, Captain Benjamin Maxwell was in command of the station - trying to redeem himself after his attacks aboard the USS Phoenix (NCC-65420) three years earlier. But upon happenstance, Commander Sith caught Maxwell leafing off information to the Maquis - forcing Sith to put an end to the transaction. Unfortunately, the incident lead Section 31 to get involved and attempt to capture and sell Maxwell to the Cardassians in return for allowing the USS Phoenix-X to be built in Cardassian space. Luckily Sith was able to recover Maxwell in time and bring him back to Starbase 01. ("The Recruited")

In this continuity, Earth Spacedock was referred to as Starbase 01.

In mid-2374, the USS Swiftfire-A received extensive repairs at the spacedock, including the installation of a new warp core following a battle with Dominion forces. (Star Trek: Swiftfire: "No Rest for the Wicked")

In 2376, spacedock was boarded by the Vendoth during the Battle of Sol. Forces from USS Swiftfire-A were deployed to assist in the defense of the station. (Star Trek: Swiftfire: "United We Stand")

In 2383, Armond from the USS Phoenix-X contacted the station during his mission to save the tech-team at Earth. He spoke to the station from the advanced medical shuttle USS Angel Wing. (Star Trek: Phoenix-X: "Transphasic Meltdown")

Earth Spacedock was also referred to as Starbase 01 in this continuity.
