Sergeant is a rank, the equivalent of which is used in the service organizations of many races and cultures. As a traditional military or police grade, sergeant is the highest tier of enlisted rank of a service organization. Sergeants rank below commissioned officers and above corporals. In comparison to naval ranking systems, this rank is approximately equivalent to the naval chief or a senior petty officer.
There are often multiple grades of sergeants, including staff sergeant, first sergeant, master sergeant, sergeant major and gunnery sergeant. The Romulan Star Empire has a rank, decurion, which is roughly equivalent to sergeant. The Cardassian Union has a rank, garresh which refers to non-commissioned officers. The Klingon Defense Force has been known to employ a rank, bu', which means "sergeant" in translation to Federation Standard. In addition, a Klingonese title, QaS DevwI' ("force leader"), is often held by a non-commissioned officer holding a rank equivalent to sergeant.

Sergeant is the fifth enlisted rank of the UNSC Marine Corps and the UNSC Army, and is a non-commissioned officer. It is equal to the rank of Petty Officer Second Class in the UNSC Navy and Staff Sergeant in the Air Force. Sergeants are typically responsible for the command and combat readiness of squads that contain 12 other Marines.
While Sergeant is a rank of its own, the title "Sergeant" is often used to refer to any of the enlisted ranks of the UNSC Marine Corps which carry the title Sergeant:

While Desmond is in bootcamp for the Royal Scots, a Sergeant-Major belittles him for his erratic behavior due to his flashes. ("The Constant")
During casting he was described as Foley. 40s - 50s, any ethnicity, British, physically fit, tough task master, unrelenting. A performance reminiscent of R. Lee Ermey in "Full Metal Jacket"...Nice co-star. impeccable British accent. [1]
Desmond addressed him as sir several times and received no rebuke for using the wrong mode of address. This implies that he is a Warrant Officer Class I - either a Company Sergeant-Major or Regimental Sergeant-Major. The job of "beasting" recruits (British Army term for putting soldiers through punishing physical exercises) would undoubtedly be done by a non-commissioned officer and the only such NCOs to be referred to as 'sir' are Warrant Officers Class I.
It is possible, given that we see no rank badges or a proper cap badge (and his lack of Scottish accent, which would be normal in a Scottish regiment), that he may hold a more specialised rank, such as a PT (physical training) Corps Sergeant-Major.
He was seen wearing a beret which is a headdress which is not worn by Scottish regiments, which wear either a balmoral or a glengarry

Sergeant article at Memory Alpha, the canon Star Trek wiki.
In planet-based military organizations, a sergeant was a non-commissioned officer ranking above a corporal and below a Warrant Officer. Sergeants served as squad leaders, or as assistants to commissioned officers commanding larger units and formations. Sergeants formed the backbone of the Imperial Army. The rank of sergeant was also a part of the Sith army in the New Sith Wars. Darth Bane was once a sergeant.
