Second officer is a military title that was held by almost all spacefaring civilizations. Aboard Federation starships, the second officer is third-in-line for command, and unlike the captain and first officer, are usually department heads and hold the rank of Lieutenant Commander.

The second officer is the third-in-command aboard a starship or starbase, second in the command structure only to the commanding and first officers.

This position is sometimes combined with other positions. For example, Montgomery Scott was the original USS Enterprise's second officer and chief engineer. Data was the USS Enterprise-D's operations manager and second officer, while USS Voyager's second officer, Tuvok, was also the tactical officer. (TNG: "Encounter at Farpoint", VOY: "Caretaker")

Starfleet procedure dictates the second officer should accompany any away team. (TNG: "Time's Arrow")
