Scoundrel is a Fallout 3 Perk.
Take the Scoundrel perk, and you can use your wily charms to influence people - each rank raises your Speech and Barter skills by 5 points.
This perk unlocks unique dialog options with certain characters.
Examples:
"Scoundrel" was a term used for individuals who were considered rogues by the galactic mainstream society.
The term applied to types that lived outside the law by their own, often amoral, set of rules, or fought against the law. Scoundrels would typically employ bravado, trickery or cunning to accomplish tasks and many would not hesitate to lie, steal or cheat if the situation called for it.
The scoundrel is a hero class in the Star Wars Roleplaying Game and the KotOR and KotOR II video games. The class is characterized by having many skill points, but very little Vitality Points or Feats. Additionally, the class also receives the "Sneak Attack" and "Scoundrel's Luck" line of feats for free. It is considered as many to be an "expert class." The Star Wars Roleplaying Game Revised Core Rulebook grants scoundrels similar abilities.
While it is possible for the player to choose Revan's profession as a Scoundrel, it is obviously non-canon that Revan actually was one because the Jedi Council of Dantooine wanted Revan to be loyal to the Republic.
