Baron Rush Clovis was the senator of Scipio as well as a delegate of the InterGalactic Banking Clan, whom the Jedi suspected of bargaining with the Confederacy of Independent Systems.

Biography

Padmé Amidala and Rush had entered the Senate in the same year and in the same committee. They had a romantic relationship for a brief time, but Padmé eventually broke it off because she wished to keep things professional.

Clovis dines with Padmé Amidala

During the Clone Wars, he was the senator of the planet Scipio and an influential member of the Banking delegation. Masters Yoda and Mace Windu of the Jedi Order suspected him of bargaining with the Confederacy of Independent Systems. Since any sign of the Jedi's suspicions would most likely cause a major incident and cause Clovis to raise his security, the Jedi requested Senator Padmé Amidala to spy on him, much to the opposition of Amidala's secret husband Anakin Skywalker.

Padmé invited Clovis to dinner, where he persuaded her to come to Cato Neimoidia with him. In the meantime Clovis had conferred with Lott Dod, who still represented the Trade Federation in the Senate, and Archduke Poggle the Lesser about a new droid foundry erected on Geonosis and stored its coordinates on his private terminal. Only when Padmé was poisoned by Dod did he realize that she had stolen the data, betraying him, but his love for her overruled his committment to the Separatists, and he helped Anakin, who had accompanied Padmé in secret as a bodyguard, in saving her life. Despite - or because of - this, however, Anakin abandoned him, leaving him to face the furious Dod and Poggle, as well as their battle droids.

Behind the scenes

In Senate Spy, the Republic characters are initially unsure whether or not the Banking Clan is affiliated with the Confederacy. This is an apparent continuity error, as it was previously established in other sources (Star Wars: Jedi Starfighter, Star Wars: Clone Wars) that the Republic was aware of the organizations' partnership.
