From the RuneScape Wiki, the wiki for all things RuneScape

The Rune warhammer is the third strongest type of warhammer in the game, better than the adamant warhammer but weaker than Torag's hammers and Statius's warhammer. Like all Rune weapons, it requires 40 attack to wield. At one point, it was the best warhammer available. It is also a semi-rare object in free worlds, because it can only be originally obtained from a player with level 94 Smithing. Players can make a rune warhammer with the Smithing skill at level 94 using 3 rune bars, giving the player 225 Smithing experience. Though it is uncommon for players to use it as a weapon, it is used in certain Level 3 clue scrolls. This weapon is highly regarded due to its high accuracy on platemail armour, and can be used as a K0 weapon.

History

The rune warhammer was released, along with other standard warhammers, some time after RuneScape 2 came out. It cost 40,000 coins during the release, but the price dropped months later as battle axes had better strength bonus. Because pure player killers were popular during those times, rune warhammers were neglected because they were of no use if the target had a low Defence level. But at the time, it was one of the most accurate crushing weapons, behind only two or three dragon weapons and later on some barrows weapons.
