Bellic was born in Eastern Europe but moved to Liberty City in 1998, aged twenty-one. He later claims to be living the "American Dream" and that he has two women, four hot tubs and fifteen sports cars. This prompts Niko to join him in America, where Niko discovers he owns a small, gritty taxi firm, an apartment in Broker, and has large gambling debts, owed to the Albanians and Vladimir Glebov. Roman is also the boyfriend, later husband, of Mallorie Bardas, and the nephew of Milica Bellic. Roman has been arrested on two occasions: in 2005 for promoting gambling and in 2006 for public intoxication and disorderly conduct.

Roman Bellic (Serbian: Роман Белић, Roman Belić) was born in Yugoslavia in 1977. He and his cousin Niko grew up together since their fathers were brothers and they lived next to each other. Niko claims that both of them were raised mostly by Roman's mother and that when the war came, she used all of the money she had saved to send Roman to the United States of America. She also wanted to send Niko to the U.S., but he stayed to fight in the war. In a conversation with Kate McReary, Niko says that he found Roman's mother raped and murdered, although Niko told Roman that she died in a house fire.
In conversations between Niko and Roman and other characters, it is revealed that both Niko's and Roman's fathers were alcoholic, wife-beating bullies.
When Niko arrives in Liberty City, he soon finds out that Roman is heavily in debt with various figures in the city, including the Russian and Albanian Mafias, due to his gambling addiction and his attempts to support his taxi depot. Roman employs his girlfriend Mallorie at his taxi depot, although he is unaware she is having an affair with Vlad Glebov. Niko kills Dardan Petrela, Kalem and Bledar Morina, three Albanians, when they attempt to collect their money. When Roman finds out about Mallorie's affair with Vlad he is upset, and Niko confronts and kills Vlad for him. Vlad's death causes Roman to become paranoid because he fears retaliation from the Russian mob. His fears proved to be well-founded. He and Niko are later kidnapped on orders from Mikhail Faustin. Faustin shoots Roman in the stomach because he was screaming, but Roman survives. After Niko kills Faustin for Dimitri Rascalov, Rascalov and Ray Bulgarin betray Niko, burning down his apartment in Hove Beach and Roman's taxi depot. Roman moves into Mallorie's apartment in Bohan, where he also opens another taxi depot with the insurance money he receives from the fire in the first one.
Roman later has a "cold streak" in his poker games, leading the Russians to kidnap him. The Russians hope that they can kill Niko when he tries to rescue Roman. In The Lost and Damned, Johnny Klebitz kidnaps Roman and takes him to the warehouse in the Industrial section of Bohan. Niko would later rescue him. After Roman is rescued by his cousin, he continues betting. This time he wins a lot of money, changing his taxis from Esperantos to Cavalcades and buying a penthouse in Algonquin, telling Niko they are finally going to live the dream.
He frequents Maisonette 9 with Brucie Kibbutz and is seen in The Ballad of Gay Tony.
Towards the end of the storyline in GTA IV, Niko has to decide if he will kill Dimitri in revenge for his betrayal or work with him again in a heroin deal for Jimmy Pegorino. Roman urges Niko to forget revenge and work with Dimitri, considering the large amount of money he could receive for his work. He tells Niko he would be able to afford a great honeymoon with Mallorie and that maybe him and Niko could take a private jet to Vice City.
If the player strikes a deal, Dimitri will betray Niko again during the mission and afterwards, will send an assassin to kill Niko at Roman's and Mallorie's wedding. Niko will fight the assassin, but in the struggle, Roman is inadvertently shot and killed. After Niko kills Dimitri, Mallorie will reveal that she is pregnant with Roman's son.
If Niko decides to get revenge on Dimitri, Jimmy Pegorino will be furious about his business being ruined. During Roman's and Mallorie's wedding, Pegorino will attempt a drive-by shooting, killing Kate McReary. After Niko kills Pegorino, Roman will tell him that Mallorie is pregnant, and that if it's a girl, her name will be Kate.

Roman Goodwin, known as Rudger Goodwin in the Japanese version is the apparent leader of the Dark Signers as well as the Signer who originally possessed the Dragon Head birthmark.
He says that they have been waiting for 5,000 years in order to carry out revenge against the Signers and expects for this fierce battle to be most "exceptional". He wears black robes accented with red stripes which corresponds to his Earthbound Immortal, as his Dark mark represents the Spider. It was also revealed that he was the original Signer with the Head Mark of the Dragon on his left arm, though he replaced it with a metal arm since prior to becoming a Dark Signer.

Roman Goodwin, is the older brother of Rex Goodwin. Just like his brother, Roman served as an assistant to Professor Fudo, while working in R.R.D..
Dr. Fudo was bent on canceling the Enerdy project due to the natural disasters occurring in Domino City as a result of using the system. But wanting to continue the research, Roman researched occurrences similar to what was happening in Domino City. He then came across the Nazca Lines. Once at the site of the Nazca Lines, a mysterious man who belonged to the Yliaster group spoke to him. The man told Roman that he is destined to activate the Enerdy Reactor and tells him to look into the light of the Enerdy Reactor. After returning to the facility and Roman looked into the light of the Enerdy Reactor. He then saw the battle between the Crimson Dragon and the Earthbound Immortals. He was then appointed head researcher of the project.
Roman obtains "Stardust Dragon", "Red Dragon Archfiend", "Black Rose Dragon" and the "Ancient Fairy Dragon" cards, which are the keys to activate the Enerdy Reactor's control units. Dr. Fudo managed to take three of the cards and flee, leaving behind "Ancient Fairy Dragon" when he was wounded by Roman's henchmen.
The Spider Dark mark appears on Roman's arm, where it struggles with the Dragon Head birthmark for control of his body. Nearly succumbed to the power of the Dark Signers, Roman decides to leave his Mark of the Dragon to destiny by tearing his left arm off and placing it in a preservation canister. He then gives Rex the canister telling him to gather the Signers and someday defeat him. After that he activates and overloads the Enerdy Reactor which ultimately lead to the Zero Reverse, killing himself and subsequently allowing the first Earthbound Immortal released, Uru, to revive him as a Dark Signer.
After the Fortune Cup ended, Roman possessed Grady and Trudge, in order to test the Signers, Yusei Fudo and Jack Atlas.
When the Signers along with Mina, Leo and Trudge venture to Satellite and are meet-up with Martha, Roman appears imposing a Duel. Jack wants to, but is stopped by Yusei as he tells him that it's too dangerous to duel here, especially if a geoglyph appears. Jack is instructed to take Martha and the kids somewhere safe, while Yusei, accompanied by Akiza, faces Roman in a Shadow Duel another location.
However, three of the children decide to watch the Duel. As the Duel unfolds, Yusei and Akiza notice two kids near the flames caused by the geoglyph and wonder how they got in when they are not signers. As Roman prepares to Summon his "Earthbound Immortal", "Uru", Yusei and Akiza fear that once it's Summoned it could use the kids' souls as sacrifices. Luckily, Jack appears and uses his birthmark to stop the kids from being sacrificed. Yusei eventually manages to gain the upper hand in the Duel. As a final insult to Yusei, Roman uses evil magic to flee and force Rally to take his place. Rally manages to destroy Uru, but doing so apparently costs him his life.
Roman, along with the other Dark Signers later appear before their rivals, the Signers to begin their final battle. For the mean while each of his comrades are currently waiting at each of the control units of the Original Enerdy Reactor with the purpose of dueling against their correspondent Signer rival. As for Roman, he awaits within the place where the system itself resides. After Devack's defeat at the hands of Luna and Leo, he kills Greiger in order to make him into a Dark Signer by hanging him over the Original Enerdy Reactor.
After Kalin's defeat, Roman's mark seems to be causing him anguish as it escalates up his arm. But he is confronted by Rex Goodwin, who Duels him. Rex loses on purpose in order to be reborn as a Dark Signer like his brother.
Yusei and his friends enter the crater in the B.A.D., where they confront Roman. Although Yusei wins, Roman proceeds to tell Yusei that things have not finished yet, as an the King of the Underworld will soon be born. Before Roman dissolves, he detonates a bomb in his left arm, blowing up the bridge and sending Yusei falling into the depths of the Enerdy Reactor.
When Rex is finally defeated and the King of the Underworld is destroyed, Roman and Rex are the only Dark Signers to not return to life.

Roman has the ability to possess ordinary people using spiders he controls; potentially using them as pseudo or "fake" Dark Signers (Shadow Drones in the dub) who act as unwilling and unsuspecting pawns for him. The number of his "Dark Spiders" currently possessing a victim is indicated by the number of legs missing from his birthmark. When one of them loses a Shadow Duel, the spider controlling them dies, causing Roman's birthmark to regrow its missing limb, which seems to cause him pain when one of the people he controls loses.
