Spoiler warning: Plot and/or ending details follow. (Skip section)

Pulse is the name the residents of Cocoon call the world underneath them, made to believe that it is living hell for humans and put them in constant fear of an eventual invasion from its inhabitants. This is further strengthed by an event known as the Apocalyptic War which told of an army from Pulse attempting to attack Cocoon. The aftermath resulted in many artifacts from Pulse being found in outer layers of Cocoon.

However, the citizens of Pulse are no different than the people of Cocoon, as they see Cocoon as the source of evil and fear an eventual invasion. According to AutoClip entries, the land itself was named after its creator, the Great God Pulse, who left the world along with the other gods, entrusting the mission of perfecting the world to the Fal'Cie.
