A primed mind bar is made during and after the Elemental Workshop II quest in the Elemental Workshop in Seers' Village. A primed mind bar can be created by placing a primed bar into the extractor gun found in the mind room on the third floor of the Elemental Workshop and sitting in the seat next to it -- this causes a player's Magic level to temporarily fall by 20. A primed mind bar can then be smithed into a mind helmet or mind shield by using it on the anvil in the first level of the Elemental Workshop while carrying a hammer and a Beaten book (for helmets) or a Slashed book (for shields).
