The People's Republic of China was the primary rival of the United States during the twenty-first century, with the U.S. having developed relatively warm diplomatic relations with the Soviet Union during the twentieth century in the Fallout universe. It was a military and economic superpower, able to fully compete with the U.S. and was consistently portrayed as an equal or, in certain fields, even superior to America. For instance, China attempted to be the first to drill the last sources of petroleum in the world.[1] It is implied that Americans sabotaged this attempt and that without such sabotage the Chinese would have been successful. In addition, China developed the unique Hei Gui stealth armor that the United States military reverse-engineered with the deployment of its unstable, wrist-mounted Stealth Boys.

Political system

In 2077, China was still a Communist nation, just as it is in our world. It is unknown whether China in the Fallout universe pursued the same free market economic reforms as did the China of our own world after 1978.[2] While China may have opened up its markets to free competition and private enterprise, it was still governed by an oligarchic one-party system that brooked no political challengers and did not grant its people guaranteed human rights. The ruling political party was the Chinese Communist Party (CCP). China's last head of state before the Great War was President Xin, while Chairman Cheng was the country's military leader. The last Chinese Ambassador to the United States was Xiu-Ling.[3]

It appears as though China's government was just as ruthless in trying to win the Sino-American War that began in 2066 as the United States, as the Chinese soldiers that infiltrated Point Lookout had suicide caps in their molars that would kill them if captured, and the Chinese spy, Agent Jiang, that had infiltrated the area was to be killed after his mission had been completed.

History

Prior to the Sino-American War

Relations were strained with China even before the Sino-American War, as it raced with the United States to tap the last remaining oil fields deep beneath the Pacific Ocean. The work of Chinese geologists and petroleum exploration engineers was sabotaged by American spies, allowing the United States' energy company Poseidon Oil to erect an oil rig of their own and claim the resource. The strained relations eventually lead to the Chinese invasion of Alaska in 2066, where the Anchorage Front Line became the first and most important battlefield.

Sino-American War (2066-2077)

The exact details on China as a nuclear power in the Fallout universe are sketchy at best. It is not actually known how many nuclear weapons or of what types China brought to the final blasts of the Great War or even if it was the only country launching nuclear weapons at the United States, who was at that time in the midst of resource disputes with many other nations.

According to the Fallout Bible timeline:

  • 2066: Chinese forces under the leadership of General Jingwei successfully invaded Alaska, claiming its pipeline and oil reserves for Beijing.
  • 2073: China became increasingly aggressive in the war and began to use biological weapons against American forces,[4]
  • 2074: During the Yangtze Campaign [5], American T-45d Power Armor units, conventional infantry, and mechanized infantry divisions outfitted with the Power Armor were deployed to China as part of an American counter-invasion of Chinese territory, but they became bogged down on the mainland, putting a further drain on American resources and supply lines.
  • 2076: The advanced T-51b Power Armor finally finished its development cycle, and the first mechanized infantry unit outfitted in this version of Power Armor was sent to China. The new armor allowed these troops to finally carve a swath through Chinese forces. Chinese supply lines from the East and Southeast Asian nations China had annexed began to break down.
  • 2077: At some point, one of the nuclear powers began launching nuclear weapons, which resulted in a massive retaliatory response that culminated in the nuclear annihilation of the Great War on October 23, 2077. All nation-states effectively ceased to exist following the holocaust. It is unknown whether the Chinese government took steps to ensure the survival of itself or its citizens, as the American government did.

Any information further regarding Chinese history in the Fallout universe up to this point remains unclear. It is unknown whether there are still people who exist in China the same way the inhabitants of the North American wastelands do...minus the deathclaws and Super Mutants. It is unknown whether the direct descendants of the Chinese government or even the surviving Chinese people consider themselves still at war with America, or even if they know that the United States still exists in some form. At this point in the Fallout series, there are no known records of anyone from the United States, including the Enclave, ever having established successful contact with the Chinese wasteland.

Infiltration of Washington, D.C.

Chinese commandos infiltrated mainland America during the Sino-American War, in order to spy on and sabotage the American war effort. Their focus was Washington, DC, which they penetrated under the cover of Mama Dolce's factory and L.O.B. Enterprises, supported by several Chinese special forces teams. A large amount of Chinese arms were also covertly transported to the American capital city, possibly in order to equip Communist sympathizers and Chinese sleeper agents and spark an insurrection that would severely affect the American ability to effectively wage war. One agent, Wan Yang, infiltrated Point Lookout to destroy the Chinese sub SSN-37-1A that sank in American waters. The side quest, The Velvet Curtain, deals with this directly.

Attempted sabotage of Hoover Dam

The following is based on Van Buren and has not been confirmed by canon sources.

Shortly before the Great War started in 2077, a Chinese infiltration and sabotage team discovered the Hoover Dam secret genetics laboratory - Classified Sub-Level 1C - and tried to destroy Hoover Dam, so the genetic work could never be used against them. Some of the Chinese stealth soldiers made it into Sub-Level 1C, while others were planting bombs in the main generator rooms - Scum Pits. One of the bombs went off prematurely and alerted all of Hoover Dam, including the guards in S1C. Things become cloudy in the reports due to the chaos that ensued, but suffice it to say that the Chinese were defeated, the generators were heavily damaged, and S1C was compromised. A couple of Chinese stealth soldiers and four scientists were trapped in S1C after the hatch was sealed. The Prisoner could find the soldiers there and use the materials from their stealth armor to make his own armor.[6]

Infiltration of Limit-115 Laboratory

The following is based on Van Buren and has not been confirmed by canon sources.

Chinese "Black Ghosts" (Hei Gui) managed to steal some Limit-115 samples also, but they were killed in Denver in a crowded public area, breaking the vials with the virus, unleashing the New Plague on Denver.

Post-Great War Chinese presence in America

The Shi in San Francisco

Main article: Shi

The Shi inhabitants of San Francisco claim to be the descendants of the Chinese People's Liberation Army Navy submarine Shi-Huang-Ti (named after the first Chinese emperor), washed ashore in the great nuclear EMP-produced blackout following the Great War. The Chinese survivors managed to adapt themselves to the post-nuclear world, salvaging the submarine's supercomputer, christened the Emperor by the Shi. In time, the Shi dismantled much of the submarine, eventually turning San Francisco into a center of scientific research and higher learning.

The submarine was planned to play a bigger role in the game - armed with conventional missiles and hidden in the San Francisco Bay it could destroy the PMV Valdez heading to the Poseidon oil rig that was used as the headquarters of the Enclave.

Chinese remnants in Washington, D.C.

In 2277, traces of Chinese activity linger still in the Capital Wasteland:

  • Chinese Remnant ghouls at Mama Dolce's.
  • A dead Chinese Commando as a random encounter.
  • Remnants of two Chinese spies inside Broadcast Tower KT8.
  • The People's Republic of America Radio (a Chinese broadcast about victory over the U.S.A.) as well as the Chinese Radio Beacon.
  • Many items such as weapons, clothing and books with Chinese origins.
  • The Chinese weaponry, clothing and radio equipment in the Taft Tunnels under the Jefferson Memorial implies the existence of Chinese spies below the Pentagon.

Chinese Submarine & Secret agents in Point Lookout.

With the Point Lookout add-on, a Chinese submarine codenamed SSN-37-1A can be found. The submarine was sent to "patrol hostile waters".

Furthermore, there is evidence of at least two Chinese secret agents who were posted in Point Lookout. Chinese secret agents were sent to the Turtledove Detention Camp, which is one of the two places the Velvet Curtain quest starts. The two Chinese secret agents in Point Lookout were agent Yang and agent Jiang.

Further Presence

Van Buren's background indicated additional infiltration of the United States by hostile Chinese forces. There is also the matter of the vast quantity of Chinese weapons available in the Capital Wasteland.

It is possible that one of the apartments in The Pitt used to be occupied by Chinese spies. This can be proved true by lockpicking the safe, where the "Hat of the People" can be found.

During the Point Lookout add-on quest "The Velvet Curtain", the 'Extraction Details' screen alludes that at least one Chinese satellite is still in operation, the one used to confirm the destruction of the aforementioned submarine.

China is a cultural region, ancient civilization, and a large nation in East Asia. It is one of Earth's oldest civilizations, consisting of states and cultures dating back more than six millennia. The capital of China is Beijing.

China is one of the world's oldest continuous civilizations. It has the world's longest continuously used written language system, and has been the source of some of the world's great inventions, including the Four Great Inventions of ancient China: paper, the compass, gunpowder, and printing.

In 2004, Dana Awbrey decided to flee there after an AI, the Operator, expressed a desire to kill her.

History

China has long been the locus of odd phenomenon. One million years ago, the aliens of K'un L'un came to live there. Early on, they encountered their plant-like enemies.

The Missing Link lived in what later became China.

A group of Lemurians fleeing the sinking of their continent made it to the coast of the Thurian continent. They were enslaved by the natives, but would later defeat their masters and force them to flee. These fleeing masters became the Stygians and later the pre-Arab Egyptians. The Lemurians became the Khitains.

Khitai became the source of much attention during the Hyborian Age. Paiking was an important city. Yag-Kosha, an extraterrestrial, came to live there. Jong Tsak became a noted mercenary. During the Hyborian Age, a figure claiming to be Death appeared to Conan in Khitai (forerunners of the Chinese). He dismissed this as an imposter. He would later encounter the Great Wall of Khitai, a forerunner to the Great Wall of China, as well as a Yeti-ish creature. His son Conn later married a Khitain woman. Princess Noyo of Khitai served the Primal Gods.

The Talismans of Power originated in ancient China.

Centuries ago, aliens including Fin Fang Foom crashed to Earth in China. Their technology later fell into the hands of the Mandarin.

The Great Wall of China was built to keep out Grogg and other dragons.

The people of Khitai worshipped such deities as Tou-Mou, Cheng-Ho, Shou-Lao, and Lei-Kung. They must also have come into contact with K'un L'un, the society of aliens with similarly named denizens.

Fu Manchu, the notorious outlaw, claims to be about 3000 years old, as he claims the pyraminds were built for him.

Skaka Karn was a prominent soldier in China's past.

Yu Huang met with other deities around 1000 CE.

1000 years ago, the Chinese man Kan encountered the N'Garai.

The Four Winds were founded in the 11th century CE.

300 years ago, Chinese sorcerers found the Heart of Darkness.

In the 1800's Ultimo landed in China.

The Yellow Claw, a Chinese mastermind who seems to have gained power through the Pool of Blood connected to Orphelus, travelled to the US as early as 1941.

Fu Manchu, the famous criminal, began his offensive against many law enforcement agencies, taking part in a kidnap attempt on the League of Nations, meeting with his group the Si-Fan in Egypt to announce the molding of a new agent with the mind of Jack the Ripper, as well as other struggles.

In the 1590's, China participated in the Seven Year War. Toyotomi Hid-yoshi, Kwang-Che Yu, Sunuk, Yi Sunsin, and Kobukuson figured in this struggle.

During the 1930's to the 1940's the State Shinto Imperialists of Japan attacked China. Shiro Ishii carried out brutal experiments. The Vision and Blazing Skull represented Chinese secret societies. Rebels such as Red Wolf and the US's Leatherneck Raiders also opposed the State Shinto Imperialists.

Zhuang Hu fought with Chiang-Kai Shek before becoming a member of HYDRA.

A Chinese scientist named Doctor Sun fell victim to an experiment when denounced during the Cultural Revolution of the 1960's.

Tibet and or the Himalyas or Himalayan Mountains have played parts in the history of the Cold People, Lizard Men, Blazing Skull, Vision, Thin Man, Dr. Strange, Dr. Druid, Doctor Doom, the Aged Ghenghis, the Ancient One, and the Undying Ones. Fu Manchu trained in Tatsienlu, Tibet. Minya Konka Mountain saw the site of the Rache Churan, the Monastery of Fear. There he learned martial arts, botany, medicine, and hypnotism. Thugben Sung runs the monastery now.

In the year 2381, Lucas Bishop chased Cable to China, where a civil war had erupted with the use of bio-weapons.
