Runescape

From the RuneScape Wiki, the wiki for all things RuneScape

Outlaws are encountered during the What Lies Below quest. In the quest you are required to kill 5 of them. An interesting note about outlaws is that they only give 1/10 xp per damage, 1/40 of the regular amount, so many players do not train on them. This means that for every 10 damage a player deals, they get 1xp. 1 Outlaw is equal to 2 xp. This is probably to stop Macros from using Away-from-keyboard techniques for training, as they are the fastest monster to respawn (2 sec only), so macros will get a huge exp in a short time.

They use the phrase, "stand and deliver" implying that they are similar to highwaymen or the mugger.

They take only 2 seconds to respawn which makes it the fastest item/monster to respawn .

They wield the old version of the Steel scimitar, with the old animation.

Locations

They are found at the Outlaw camp, east of Edgeville.
