The Orion Syndicate is a criminal organization created by the Orions. First contact between Earth and the Syndicate was made in 2154 by Captain Jonathan Archer of the Enterprise. (ENT episode: "Borderland")

In the 2330s, the Orion Syndicate was a major distributor of "red ice", a powerful and deadly narcotic. They were also believed to have acted as middlemen for arms trading between the Breen Confederacy and the Cardassian Union. During this period, they were in heated competition with a rival crime syndicate called the Asfar Qatala. (TLE novel: Well of Souls)

Well of Souls portrays the Orion Syndicate as relatively small upstart organization about which Starfleet Intelligence has limited information. This appears inconsistent with what was later established on Enterprise, though the lack of mention of a Syndicate during the TOS era may suggest the organization did not operate continuously over this entire period.

The Syndicate worked with the Dominion during the war in an operation to divide the United Federation of Planets and the Klingon Empire by assassinating an anti-Federation Klingon ambassador. Thanks to Miles O'Brien, who was posing as a Syndicate member, the attempt was foiled. (DS9 episode: "Honor Among Thieves")

After Liam Bilby's death, the Syndicate forced Janel Tigan to pay Morica Bilby from his mother Yanas' company's funds. (DS9 episode: "Prodigal Daughter")

During the Gateways Crisis in 2376, the Orion Syndicate bid for the Iconian technology through their operative Malic, who hired Quark to negotiate on their behalf. With Quark's assistance, the Orion Syndicate put together the best offer for the technology, but withdrew the bid when it was discovered that the persons masquerading as the Iconians were actually the Petraw, who had a limited understanding of how they worked. The Orion Syndicate is a criminal organization created by the Orions. It has existed since at least the mid-22nd century and had grown to be a major interstellar criminal organization by the 24th century.

In 2370, Juraan was the leader of the Orion Syndicate in the Romulan Star Empire. His reign ended in 2385 when he was presumed executed. He would resurface in 2386, and reunite with the syndicate to bring about the end of the Federation-Romulan alliance. (Star Trek: Generation Fleet)

In 2375, Z'et a known Bandi that left Deneb IV, and used his skills to become a Syndicate chemist. He worked with the Son'a to make Ketracel-white. The Federation would shutdown the facility on Devos II, but he would escape. He later disguised himself as a chemist for the Lakat Corporation. It wasn't until 2389 that he surfaced on Starbase 140. (Star Trek: Generation Fleet)

In 2388, Hatcher would die at the hands of the Orion Syndicates who attacked his ship that was carrying Captain Candela Greene, Commander Teshurr, and Lieutenant Eric Kramer, as well as a shipment of Zentradi weapons. The move was made by Juraan for punishment in allowing a spy on the ship, and in the syndicate.(Star Trek: Generation Fleet; Star Trek Crusader)

In 2389, and Orion female named Aleesa was named as the new leader of the Cestus Sector Syndicate. (Star Trek: Generation Fleet)
