In the Pendragon universe, Noel Edward Turner was the seventh commanding officer of the USS Cantabrian (NCC-24705) between 2369 and at least 2379.

In 2379, Turner attended the new Deep Space 9's commissioning ceremony after Project Restoration's completion. On the Promenade, he met Scott Fack, also attending the ceremony, representing the USS Cuxhaven's crew.

Turner joined Fack and other Starfleet commanding officers aboard the USS Advantage to talk about the Myhr'an rise in violence and possible M'Tar influence on them. Admiral John Sill ordered Turner and the others to have their ships join a task force to determine whether the Myhr'an were, in fact, being influenced.

Fack joined Turner aboard the Cantabrian as Starfleet only diverted six ships to the task force, and Fack lost his command in the process. Turner was assisted by both Fack and Prospect-A commanding officer Anne DiCosola in understanding the M'Tar as he was the least experienced with that race.

Turner felt an attraction to Fack and brought a bottle of Saurian brandy to the latter's quarters where they talked about the M'Tar. They began a relationship that night.

Under Turner's command, the Cantabrian broke through the Myhr'an fleet's defensive line surrounding Federation member planet Rhaandaran. He ordered the Cantabrian to engage the Myhr'an super battle cruiser and Myhr'an planet killer as a result. (Star Trek: Pendragon: Other Knights anthology: "Gravity")
