Biography

In his early career, Owen served aboard several older Victory-class Star Destroyers. His distinguished service, coupled with his skill at making influential friends, led him to rapid promotion. Even when he became Moff of the Rayter sector, however, his ambition was not sated: he kept on the lookout for further opportunities which could win him control of a more important sector. The only drive he had which competed with his ambition was his desire to serve Palpatine and advance the New Order.

As Moff, Owen kept a firm grip on his sector. Quick to anger, and uncompromising, he made no apologies for executing or otherwise eliminating anyone who threatened his personal power base. Owen's own assistant Nak Farool was one of the people who learned this first-hand—Owen killed him personally when the duplicity of Nak and his brother Braig was uncovered during the Imperial plot to kidnap the Shashay musician Crying Dawn Singer. A company of mercenaries from the First Sun Mobile Regiment were also executed at Owen's orders shortly after the Battle of Endor.

Owen was a thin man, who usually wore an Imperial uniform with a furred cloak. He was a master of intimidation, often described as having a "wolfish" smile and eyes "burning with hunger." By the time he became Moff, he had reached middle age.

Owen's daughter got married during the time of the Galactic Civil War, but the celebration was disrupted because the Alliance to Restore the Republic agent Aimi Loto reprogrammed the protocol droids of attendees, to attack Imperials or explode.[1]
