Commander Merritt was first officer of the USS Stargazer under Captain Jean-Luc Picard when the ship visited Jeparly Station. (TNG short story: "Together Again, for the First Time")

Merritt's presence as first officer is somewhat inconsistent with Michael Jan Friedman's Star Trek: Stargazer novels, where the position is usually held by Gilaad Ben Zoma.
