Lieutenant is a rank in many militaries. In organizations that use a naval rank structure, the rank of Lieutenant is equivalent to the infantry rank of Captain.

The Lieutenant or Lou, also lovingly dubbed Lou Tenant by some of the Super Mutants, is the Master's right hand and the overseer of all work inside the Military Base. Lou is a good example of how the Master would want his mutants to turn out; more intelligent, stronger and generally better than normal humans.

The Lieutenant's origins are shrouded in mystery as not much is known about his life prior to his transformation. However, after his transformation into a Super Mutant, he quickly became the Master's favorite creation due to his high intelligence and devotion to the Master's vision. It is possibly his Intelligence after exposure to FEV may had something to do with him being free from Irradiation, indicating that he may have came from a Vault, however his armour is unlike any other super mutant suggesting he may have been a Paladin from the Brotherhood of Steel. Among other Super Mutant commanders who led the Master's army, the Lieutenant was appointed to the highest position, being the overseer of the Mariposa Military Base and supreme commander of mutant operations in the surrounding region.
The Lou's authority apparently stretches so far that Harry goes through the trouble of dragging the Vault Dweller on a long journey through the Wasteland just to show him to the Lou and report he is not a ghoul. Other than the Master himself, Lou is the best source of information about details concerning the Vaults, Super Mutants, and the general grand plan of Unity. He appears to be a rather sadistic character who thoroughly enjoys torturing the PC, as well as arrogantly self-assured concerning the superiority of Super Mutants over normal humans and Ghouls, referring to them as the "next step in human evolution".
During the Vault Dweller's quest to stop the Master and destroy the vats, the Lieutenant resided on the fourth sub-level of the Mariposa Military Base. Here, the Lieutenant would interrogate the Vault Dweller, in hopes of gaining the location of Vault 13. In the end, the Vault Dweller successfully destroyed the Mariposa Military Base and with it the source of the super mutants. During this operation, the player could choose whether or not to visit Lou (thus dooming him to be killed by the explosion), or engage him in battle, and kill him.
The Lieutenant is noticeably tougher and smarter than standard Super Mutant soldiers. He has about 250 to 300 hit points, and is equipped with a Gatling Laser. He has several cybernetic augmentations (including a bionic eye), and also appears to be wearing metal armor custom-made for his Super Mutant bulk. During the battle, he is aided by VanHagan and two heavily armed Super Mutant commanders (plus, some brainbots could intervene and strike the player from behind). He has a unique death animation in which his body literally falls apart, resulting in quite a painful death.
The Lieutenant's death animation and overall appearance suggest him being further upgraded by the Master after his initial transformation. His metal armor and implants probably act as life support, because after him losing all the hit points, the head implant breaks, triggering his stomach and knees to blow up from the inside and his arms to slowly melt away. Probably, Lou was, in fact, less affected by FEV that other mutants, so the Master decided to make FEV run through his body permanently. That's why after the damage, Lou's body started to fall apart, rejecting its current state.
The Lieutenant of the Mutant Army appears only in the first Fallout.

There are two references to Lieutenant in the Halo universe:
Lieutenant is a military rank used in Earth Starfleet and Federation Starfleet, superior to ensign and lieutenant junior grade and subordinate to lieutenant commander and commander. Lieutenants are often technical specialists (navigator, communications officer), heads of small sections, or second-in-command of larger sections (under a lieutenant commander).
The corresponding rank in the Marines is captain, and in the Federation Starfighter Corps, the corresponding rank is colonel. In the Starfleet Starfighter Corps the equivalent rank is either flight lieutenant (Star Trek: Daedalus) or lieutenant (Star Trek: Swiftfire).
Sogh was the Klingon term for a lieutenant. A platoon of 25 warriors was commanded by a Sogh. (The Dominion War Sourcebook: The Fires of Armageddon)
The rank was also used by the Federation Starfighter Corps, where it is the lowest officer rank and is immediately subordinate to senior lieutenant. The rank is also used by the Kellarian System Defense Forces (Star Trek: Remington).

The term comes from the navies of the 20th century. The USN abbreviation was LT.
In the 20th century the word was pronounced 'lef-tenant' by English speakers, except in the USA, where the more regular pronunciation 'loo-tenant' took hold with the help of spelling reformers of the 19th century. Non-Earthians use the American pronunciation. Some Earth people use the traditional pronunciation. (TOSS # 11: "Ensign Null")
The Romulan Star Navy and Romulan Ground Forces have ranks that in English are called lieutenant. In the Star Navy it is the rank above sublieutenant and below centurion, while in the RGF it is above sublieutenant and below captain.
Andorian Imperial Guard have ranks that in English are called lieutenant.

Lieutenant was a rank widely used in military, paramilitary or police organizations, normally borne by low-ranking commissioned officers. It was higher than a Second Lieutenant and lower than a captain.
In space fleets, lieutenants were found in command of small vessels, as senior officers aboard medium-sized vessels and as junior and mid-ranking command personnel on large capital ships.
Surface forces often saw lieutenants holding the lowest level of field commands (such as platoons in the Imperial Army), as aides to more senior officers, or as vehicle operators. Sometimes, clone lieutenants were given command of fleets and ground forces acting as commanders.
Starfighter forces placed lieutenants as junior officers, rarely any higher in the command hierarchy than lead plane of a wing-pair. Even a flight of three or four fighters was rarely led by a lieutenant, although exceptions were made when there was a general lack of senior or experienced officers. In the months before the Battle of Yavin, Hamo Blastwell even commanded Red Squadron as a lieutenant.
Somewhat confusingly, in the starfighter forces of both the Imperial military and the New Republic, the title "lieutenant" could be used to address not only Flight Lieutenants, but also the more junior Flight Officers.

A Lieutenant is an enemy rank that is stronger than a Minion but weaker than an Boss.
An equal level Lieutenant will con +1 to the player's level.
