Saint Petersburg is a city on Earth located in the nation-state of Russia. The city was known as Leningrad when Russia was part of the Soviet Union, named after the Communist leader Vladimir Lenin, and some still continued to refer to Saint Petersburg as Leningrad as late as the 23rd century.
During the Cetacean Probe's visit to Earth in 2286, the city of Leningrad had lost electrical power, and the sky over the city was completely covered with clouds. (TOS movie: Star Trek IV: The Voyage Home).
