The Launchers are a boss in Final Fantasy V. They are attached onto the side of the Soul Cannon and provide support. Their attacks inflict Old status on the target so try to destroy them as soon as possible. They are easily defeated by having a Blue Mage cast Level 5 Death.

In Final Fantasy V Advance, the Launchers are also attached to the Guardian and Wave Cannon. However, these Launchers are not so easily defeated, and once destroyed, they will eventually regenerate. The best thing to do is the have Summoners summon Bahamut, while you have other characters heal. Provided you can keep casting Bahamut, the Launchers will eventually blow up.
