A laser torch is a piece of technology aqcuired by Torchwood Three. The torch appeared to be for medical purposes. The device is able to not only open up flesh with a laser with virutally no mess, but can also reattach it with no visible signs afterwards.

In 2009, Captain Jack Harkness and Ianto Jones used the laser torch to open up a dead body and retrieved a seemingly harmless alien from inside him that released morphine into the body. A few hours later, Agent Johnson took it from Harkness and opened up his stomach to place a small but powerful bomb, while he was temporarily killed by her. The bomb would later detonate, destroying the Captain and the Hub. (TW: Children of Earth: Day One)

It is unknown whether it was a piece of alien technology that fell through the Rift, or created by Torchwood Three themselves.

In the 24th century, the Bajorans often used laser torches to cut wood, whereas before, they used saber saws. (DS9 episode: "Explorers")

In 2372, Lieutenant Commander Data resorted to using a laser torch to cut through the hull of the USS Samson's data recorder, when the hull plates became fused. (TNG eBook: A Sea of Troubles)
