"Biggs" was the nickname of an SOC pilot that took part in the operation to gather intelligence on the Jem'Hadar battleship. ("A Dreadful Operation")
Alec Cushing was the captain of the USS Devastator. He oversaw the capture of a Karemma starship, later named Aeneid, for the mission to infiltrate the Val'toka II shipyards. He then shadowed the operation as backup before transporting the Starfleet Marines and fighter pilots from the USS Swiftfire-A to Deep Space 9. ("A Dreadful Operation")
Karl Dunning was a Human SOC officer. He infiltrated a Galor-class warship to rescue Lieutenant Terri Letac, who had been captured by the Dominion. During the mission he operated off the USS Hector. ("Always on My Mind")
Colonel Lazenie was a Federation Special Operations Command (SOC) operative from the 24th century. ("The Founder Ploy")
Lieutenant Page was a male SOC officer. Originally serving with the Starfleet Rapid Response Team he joined SOC two months before the operation to infiltrate the Val'toka II shipyards. ("A Dreadful Operation")
"Porkins" was the nickname of an SOC pilot that took part in the operation to gather intelligence on the Jem'Hadar battleship. ("A Dreadful Operation")
Pratt was a Human SOC member. He took part in the mission to capture the Female Changeling and after Rua was killed he took his teammate's body back to their shuttle. Later that year he was also part of the squad that was sent to gather intelligence on the Jem'Hadar battleship. He pretended to be a Cardassian officer and relayed misleading information to the shipyards control centre during the theft of a Jem'Hadar dreadnought. ("The Founder Ploy", "A Dreadful Operation")
Angrad Ress, also called Wedge, was a Devanion SOC pilot that took part in the operation to gather intelligence on the Jem'Hadar battleship. Wing Commander Maxine Benton was his weapons' operator during the mission. ("A Dreadful Operation")
Rua was a Betazoid SOC member. He was killed by the Jem'Hadar during a mission to capture the Female Changeling in 2374. ("The Founder Ploy")
Megan Amphlett was a Farian Starfleet officer and commanding officer of the USS Renown. ("Change in Command")

Captain Peter Molloy was the commanding officer on two vessels named USS Sherman during the 24th century. ("The Darkness Within", "Change in Command")
Captain Isabella O'Meara was a Starfleet officer from the 24th century and was the commanding officer of the USS Sparrow (NCC-66129) during the Dominion War. ("Regression")
Captain S'hal was the female Vulcan commanding officer of the USS Gallant. She agreed with Captain Fe'yar that Captain Edward Smith had not done the smartest thing in using the Fairstar as a refugee ship. ("Waiting for the Sun")
Captain Sato was the commanding officer of the USS Pacific and in command of Starfleet Task Force 59's Excelsior wing. During the briefing on how to protect the Fairstar he was ordered to take his wing and form a second defensive line. ("Waiting for the Sun")
Captain Sevel was the Vulcan commanding officer of the USS Monash during the 2370s. ("A Magnificent View")
Captain Yeltes was a Trill Starfleet officer from the 24th century. By at least 2372 Yeltes was the commanding officer of the Steamrunner-class, USS Stingray. ("The Darkness Within")
Captain Yulerian was a Kobheerian Starfleet officer and the commanding officer of the USS Curtin and Starfleet Task Force 59's carrier wing. He reported that the transfer of civilians from the Fairstar to the ships of his wing was complete during a briefing of the COs of the task force. ("Waiting for the Sun")
Jeri Allston was a Starfleet officer who served during the 24th century. Her last assignment was on the USS Swiftfire (NCC-76125) as the vessel's commanding officer. She was killed in 2372 when the ship was attacked by Klingon forces while on patrol of the Cardassian border. ("Vengeance")
Harriar Benton was the Betazoid father of Maxine Benton. Married to Katherine Benton he was a retired Starfleet shuttle pilot who went into the tourism business with his wife. They ran a shuttle tours of Betazed and the surrounding system. ("Over the Horizon")

Captain Joseph Bindo was the commanding officer of the USS Barton in 2373. During the Second Federation-Klingon War he commanded the 3rd cruiser wing from the 24th Tactical Wing during the Battle of Korvat. ("Chariots of Korvat")
Vice Admiral Cameron Brand was a Starfleet officer from the 24th century. Brand was the commanding officer of the USS Warwick and the 268th Tactical Wing, Fifth Fleet. ("Deployment")

Devlin was a Section 214C Enforcer who was deployed from the USS Annan to search for Captain Jonathan Masters and Lieutenant Commander Kristin Sela on Caprius III. ("Crossfire")
Ivan Domique was a Starfleet officer and member of Section 214C during the 24th century. He was part of the section's special security detachment, nicknamed "enforcers", that investigated breaches in the section's security. ("The Darkness Within")
Nurse Clara Feeman was a Starfleet nurse on the USS Olympia. ("Olympia Descending")
Lieutenant Grant was a Starfleet officer on the USS Maximus. While on a mission off the ship he got into an argument with Yel'tar over who was the greatest captain to serve in Starfleet. When the Borg arrived on the planet he was captured while trying to flee. ("One is the Loneliest Number")
Hadris was a Risian Starfleet officer who served in the 24th century. She was killed during the Dominion War in 2375. (("Always on My Mind", "A Magnificent View")
Victor Harvey was a Human Starfleet Admiral who commanded the Fifth fleet during the Dominion War. ("Deployment")
Lieutenant Azihagiser th'Hist (also called Giser) was a Andorian thaan who served in Starfleet on the USS Swiftfire as the ship's tactical officer. Giser was killed when the Swiftfire was destroyed for violating Klingon borders. ("The Darkness Within")

Lieutenant Isaiah Kelsey was the identity Glen Cory claimed was Jonathan Masters true identity after he was captured by the Rough Necks. Cory claimed the lieutenant was a member of Starfleet Intelligence. ("A Rough Time")

Aida Lutz was a Starfleet officer during the latter half of the 24th century. She went to high school with Jonathan Masters and would be in the same class as him at Starfleet Academy. ("Always on My Mind")
Lieutenant Malak was part of a three person team that infiltrated a Romulan base near the Romulan Neutral Zone prior to official contact between the Federation and Romulan Star Empire were restored in 2364. ("For the Federation")
Commander Todd Marshal was the first officer on the USS Fury (NCC-64952) in 2373. Marshal was a short man, though on the colony he was from he was considered tall. He was seen as a good first officer and very loyal, however he was not what could be considered "captain material". His career had basically progressed as far as it would at that point in time. ("Vengeance")
Gloria Martina was a pioneering Starfleet counsellor whose work is considered to be the foundations of the specialisation. In the late-24th century she was somewhat immortalised with the creation of the holographic counsellor, which was made in her image. ("Always on My Mind")
Claire Masters was a Starfleet officer turned Professor. During her service she would met and marry another Starfleet officer, Dalton Masters and have a child with him. ("Moral Actions")
Dalton Masters was a Starfleet admiral from the 24th century. During his service he would met and marry another Starfleet officer, Claire, and have a child with her. ("Moral Actions")
John Masters was a retired Starfleet officer. He served in Starfleet for over twenty years. After leaving he entered the world of politics where he would serve as the Lord Mayor of Sydney as well as in the United Earth government. He was the son of Charlene Masters and the father of Dalton Masters. He was still alive in 2374 and living in Sydney. ("No Rest for the Wicked")
Melissa McKenzie was a Starfleet officer who served in the late 24th century. She dated Jonathan Masters when he was at Starfleet Academy. ("Unfinished Business")
Lieutenant Pamela Mortlock was a Starfleet officer in Section 214C serving on the Albyn starbase during 2372. When the base detected Odo's search for information on subject 498 she was on duty and recorded the files Odo accessed and attempted to access. During Odo's second search she readied the program that was sent to wipe Odo's computer of these files.("The Darkness Within")
Lieutenant Commander Norman was part of a three person team that infiltrated a Romulan base near the Romulan Neutral Zone prior to official contact between the Federation and Romulan Star Empire were restored in 2364. ("For the Federation")

Tom Presley was a Starfleet doctor that appeared in the Dominion simulated future that Terri Letac experienced in 2375. In the simulation Presley was a doctor on Starbase 375 and was responsible for operating the mind probe on Letac. Presley claimed to have served on the starbase during the Dominion War. Titus Reak'va was a Starfleet Admiral from the 24th century. He served on Earth at Starfleet Headquarters, he also was in command of Section 214C. ("No Rest for the Wicked", "Section 214C")
Andrew Rekris was a Starfleet Fleet Admiral from the 24th century and a friend of the Masters family. ("Section 214C")
Ensign Willa Rennie was a female Haliian Starfleet officer from the 24th century. She served on the USS Swiftfire in 2372 as the operations manager. (Star Trek: Swiftfire: "The Darkness Within")
Haley Renu served in Starfleet during the 24th century. She was stationed on the USS Yamaguchi in 2344 when she and her husband, Mark, adopted a Bajoran child orphaned whilst fleeing Bajor. In 2356, she and her husband had retired from Starfleet and were living in New Seattle on Penthara IV. ("What Little Girls are Made Of")

He was stationed on the USS Yamaguchi in 2344 when he and his wife, Haley, adopted a Bajoran child orphaned whilst fleeing Bajor. Captain Visa Sicilona was a Starfleet officer in Section 214C and was the commanding officer of the Albyn starbase in 2372. He was a bulky and aging man with a reclining hairline. ("The Darkness Within")

Captain Lance Thompson was a Starfleet Ground Forces officer who served in the ground force division stationed at Nthony C during the Dominion War. ("For the Federation")
Vanessa was a Starfleet officer on the USS Maximus. She was involved in a romantic relationship with Yel'tar after he joined the crew. She hid in her quarters when the Maximus was boarded by the Borg and was found by the assimilated Yel'tar. She attempted to convince him to help her escape but failed and was assimilated.
