The Ivandis flail is created by the player during the Legacy of Seergaze quest from a Silvthril chain, Silver sickle(b), the Rod of Ivandis and an emerald.
A player with the above four components and a chisel in their inventory may construct one after reaching a certain point in the quest. The player should first use the emerald with the Silver sickle(b), granting 20 crafting experience, then cast Enchant Level 2 Jewellery on the sickle, and finally use the sickle with the Silvthril chain, granting a further 20 crafting experience.

It is the only method available to kill the Vyrewatch, as it contains silver, which harms vampyres. But a silver weapon alone won't injure the Vyrewatch, because they have a minimal mind-reading ability which lets them predict and avoid damage. The Ivandis flail counteracts this by being incredibly unpredictable, because it is a hard weapon to master (even if the vyrewatch know how you intend to hit them, you won't hit them the way you intended, rendering their mind-reading useless) and the shape of the sickle for the head increases the unpredictability of the weapon. Also, the Rod of Ivandis -- used in building this weapon -- uses its holding abilities on Vampyre juvinates, and the enchanted emerald in the silver sickle gives it 20 additional charges for a total of 30 charges.
It can be used as a Silver sickle(b), and used in place of a Rod of Ivandis, with 30 starting charges (because of the enchanted emerald in the sickle head). This lets a player kill Ghasts, Vampyre juvinates, and Vyrewatch with a single weapon. A recent unknown update has made it so the flail can use Bloom just like a silver sickle (b), but uses 1-3 prayer points. Also, for some unknown reason, it is not allowed in the Fist of Guthix arena.
On the official RuneScape forums, a Jagex Moderator pointed out that continuous use of the flail on the Vyrewatch will "improve" your ability every 50 Vyrewatch kills and cremations stating that they feel like they have improved with flails.[1] This did not however change the stats when equipped. Flail gains a full power when 500 vyre corpses are cremated. After cremating 50 Vyrewatch corpses the player will see a message that reads, "You feel more experienced with the Ivandis Flail." You can check how many corpses you have cremated by checking the lectern to the south of the columbarium.
Each bonus gains you an invisible boost of +5 in attack, strength, and defence when using the flail against Vyrewatch. However, it should be noted that the maximum damage that can be done to Vyrewatch is 25, regardless of prayers or other strength boosts.
Note: Despite the fact that the flail can hit the flying Vyrewatch, it cannot hit Aviansies which are always in flight.
When all charges have been used, the Flail turns into "Flail dust". It is not necessary to use any charges to kill Vyrewatch, and players may find it more convenient not to use any because of the process involved in creating this weapon.
