Isabel was a member of the Others, introduced in the episode "Stranger in a Strange Land". Tom referred to her as "the sheriff" when Jack asked who she was. She seemed to have an investigative or police role within the organization of the Others.

One night, Isabel came to the cages where Jack was being held. She translated Jack's tattoos, saying that the 5 and the star were "cute", but the Chinese is quite ironic. She introduced herself and asked Jack to come with her so she could ask him some questions. ("Stranger in a Strange Land")
Isabel was in-charge of Juliet's arrest for Danny's murder and Ben's attempted murder. Isabel summoned Jack, Tom, and Juliet to Ben's office, where she questioned Jack on whether Juliet had asked him to kill Ben. Jack lied to Isabel, claiming that he had said that to Tom in order to create chaos. Isabel appeared to know he was lying and asked him why he would lie for Juliet. Jack didn't answer; rather, he asked to go back to his cage. ("Stranger in a Strange Land")
Right before Juliet's verdict, Jack and Alex interrupted the proceedings with a message from Ben. His message ordered Isabel to stop the execution and "mark" her instead. Later at day, during sunset, Isabel recited the supposed translation of Jack's tattoo, saying, "He walks among us but is not one of us." Jack replied, "That's what it says, but it's not what it means." The Others, along with Jack, left the Hydra Island on a yacht back to where "home" was, according to Ben. I know a guy by the name of Hardcase. Have you heard the rumors of demons plaguing St. Martial? Well, Hardcase supposedly hunts these monsters and is looking for freelancers to help him with his work. He can get you Magic and Natural Enhancements.
Hardcase is a fairly serious man, but considering his profession, it's understandable.
You should strike up a conversation with a fellow who goes by the name Hard Luck. He's a casino enforcer, and he knows all the ins and outs of St. Martial. Plus, he can get you Natural and Technology Enhancements.
Hard Luck is a cold-hearted man, but he gets his job done. Learn from him.
You should look up Vivacious Verandi. She's a relative of the Verandis, but lately she spends most of her time hanging out with the Carnival. She's interested in everything St. Martial has to offer, and she can afford to pay you well. Viv has access to Mutant and Magic Enhancements.
Viv is a frisky girl. Be wary of her.
Broker
Isabel runs a high-dollar escort service in Babylon. Her girls find out a million secrets, and Isabel sells each one for twice that. She's wired into just about everyone and everything going on in St. Martial. Just don't cross her. Those that do have often been surprised by her sultry agents.
Briefing
Ready to cause some mayhem in Paragon City? Go to Brickstown and hit one of the banks there. Once you hit Brickstown you'll have 15 minutes to rob the bank and escape.
Be careful! The Vindicators and Numina have been seen in the area, if you bring more than a few villains with you they might take notice!
This is a Mayhem Mission. You can earn extra time by destroying property and creating diversions away from the bank itself.
Each type of item rewards a single time bonus after you destroy a certain ammount of that item. For each person on your team, you will need to destroy more of that particular item to get the time bonus.
Three random side missions can be found on this map. Keys (found by defeating certain enemies) are needed to unlock these side missions. Each completed side mission also rewards a time bonus.
Every character that is at least level 35 receives a special temporary power the first time they successfully complete this mission.
Mission Acceptance
Expect some resistance from Longbow. They've been monitoring the activities of villains in the Rogue Isles for quite some time.

You are met in Independence Port by an Arachnos operative and then smuggled into Brickstown in the back of a truck. Rob the bank and cause some destruction!
