A Hirogen.

The Hirogen are a humanoid species native to the Delta Quadrant. One hundred and ten thousand years ago they were assimilated by an early version of the Borg. They became a nomadic race of hunters, devoting their culture towards the theory of "a strong offense is the best defense". Most Hirogen have forgotten this fact of their history. (ST - New Worlds, New Civilizations short story: "The Hunted")

First contact with the Federation and the Hirogen was made by the USS Voyager in 2374. (VOY episodes: "Hunters", "Prey")

The Dominion made contact with them for centuries before 2376. The Jem'Hadar were considered worthy prey by the Hirogen. (DS9 - Gateways novel: Demons of Air and Darkness)

Their technology is fairly advanced but there main weapon is the scavenger rifle which is about as effective as Romulan disruptor rifle.

In 2391 Romulan exile Commander Sela met with several Hirogen in the Makar compound to discus an alliance. (The Path to 2409)

The Hirogen were a Delta Quadrant race. They were primarily hunters with no identifiable homeworld due to their nomadic society based around hunting.

The USS Voyager first encountered them in 2374. (VOY: "Message in a Bottle")

In 2384, the USS Expedition was recalled to Deep Space 10. Commodore Kenneth Basal expecting trouble with reports of Hirogen hunter ships amassing outside the system. The Expedition was sent to investigate but was fired upon as trespassing in Hirogen Space. Outnumbered, and outgunned, the Expedition surrendered on terms that they are allowed to prove that the Federation was not invading Hirogen space. After providing them access, and showing them the colony and space station, the Hirogen reluctantly retreated, but promised that the intrusion would be paid for. (Star Trek Crusader)

The next year, Commander Ashley Morgan used her Shadow-class fighter to overturn a Hirogen plot to amass an armada of 200 hunter ships to attack Deep Space 10 by planting 300 self-replicating mines in the area around the station. (Star Trek Crusader)
