Heather is a member of the Followers of the Apocalypse who was set to appear in Fallout, but was removed from the final version of the game. However, a fanmade mod reinserted her into the game making use of her unused dialogue file still present in the game's files.
She was an integral part of the supposedly broken Find Children spy in the Followers quest
As a scout for the Followers of the Apocalypse, Heather's primary duty for the Followers of the Apocalypse was to aid out scouts in raids against the Children of the Cathedral.
Sometime before the Vault Dweller arrived at the Boneyard, Heather secretly joined the Children of the Cathedral and soon began spying on the Followers of the Apocalypse and reporting their actions. The reports gave the Children a clear advantage over the Followers and soon prompted the Followers to deduce that there was a spy in their midst.
During investigations into the presence of the spy, Heather continually tried to manipulate the Vault Dweller into believing the spy was someone other than her. Despite these deflective attempts, the Vault Dweller soon deduced Heather as being the spy and Heather promptly attacked him in order to ensure none of the other Followers of finding out.

Heather is a member of the DHARMA Initiative. In 1974, she inhabited a house at the Barracks. When a security alarm rang out over the camp, Phil rushed into her house, bringing with him Sawyer, Juliet, Jin, Miles, and Daniel. He asked Heather, who was armed with a rifle and kept watch out her kitchen window, to "keep an eye on them". ("LaFleur")
