The Founders are a group of Changelings who reside in the Gamma Quadrant.
They founded and rule the Dominion in the guise of gods.
The Founders did not possess a concept of ally or treaties. In their mind, there was only a master or a slave; if one was not a master, they were a slave.
During their scouting of the Alpha Quadrant in their attempt to bring order to that region of space, the Founders showed an interest in the Klingon Empire. They saw the Klingon warrior society as the Alpha Quadrant's equivalent of the Jem'Hadar and, thus, the best material to be converted into servants in the Dominion. (DS9 novel: Vengeance)

The Founders were a group of Changelings from the Gamma Quadrant. Though generally considered mythical, they were the ruling force behind the Dominion.
In the late 19th century, a young Changeling encountered a dieing El Aurian named Daniel on the homeworld. When the El Aurian died, the rebellious Changeling mimicked his likeness and took his name out of curiosity. Soon after, the new Daniel was driven to escape the Changeling homeworld as part of a conflict with the link for desiring a life with aliens. (Star Trek: Phoenix-X: "The Links' Traitor")
After contact was made between the Dominion and the United Federation of Planets in the 2370s, several Founders were dispatched to infiltrate the major powers of the Alpha Quadrant. One posed as Colonel Lovok of the Romulan Tal Shiar, one replaced Klingon General Martok, and there were four on Earth during the Leyton crisis. The Founder was one of the three Acclamator-class assault ships dispatched by the Galactic Senate to defend the planet Duro during the Battle of Duro. The ship and its companions were all destroyed, demonstrating General Grievous' prowess as a master tactician.
