From Final Fantasy Wiki

Flame as seen in Final Fantasy VII.

Flame is a recurring enemy ability in the series. It is Fire-elemental and normally targets one party member, dealing moderate damage.

Final Fantasy III

Flame is an enemy ability used by Salamander, Amon, Xande, and Ahriman, and inflicts minor to moderate Fire-elemental damage.

Final Fantasy IV

Flame is both a Ninjutsu and enemy ability. The Ninjutsu ability, used by Edge, inflicts moderate Fire-elemental damage to all enemies and costs 15 MP in all versions but the DS version, where it costs 20 MP, to cast, and is the initial Ninjutsu Edge has. The enemy ability version, used by several enemies such as Death Mech and Lunasaur, inflicts major Fire-elemental damage to the party.

Final Fantasy IV: The After Years

Flame returns as a Ninjutsu ability, usable by Edge and Gekkou, both of whom start with the ability. It functions in the same way as it did in Final Fantasy IV, but now costs 7 MP to use.

Final Fantasy VII

Flame is an enemy ability that was programmed to be used by Diablos as a counter to Ice-elemental attacks, but due to a bug in the game, it is never used.

Final Fantasy IX

Used by the enemies Cerberus, Grenade, Ironite, Ogre, and Worm Hydra, it inflicts a random amount of Fire-elemental damage to the party.

Final Fantasy Mystic Quest

Flame, used by Adamant Turtle, Flazzard, and Salamand, inflicts Fire-elemental damage to one party member.

Non-Series Appearances

Super Mario RPG: Legend of the Seven Stars
