Picture Segment Description

SCENE 1
Gordon welcomes the viewer to Sesame Street. He and Miles knock on Oscar's trash can to see what he's up to, and Oscar, looking very sleepy, pops up and tells them to scram. He didn't get any sleep last night, so Gordon tells him to take a nap. He and Miles leave, but then Bob shows up singing "Put Down the Duckie," and wakes Oscar up again.

Once Oscar thinks that's the last of it, he hears the loud noise of a jackhammer. He tells a Grouch construction worker to quiet down, explaining that normally he likes loud noises, but not today. The worker denies Oscar's request, and keeps drilling. Oscar laments, "Sometimes Grouches are no fun at all!"

In Oscar's dream, he has a bottle of "Sound-off" spray, which, when sprayed on something, eliminates its ability to make noise. A grouchy Gordon shows up with a hammer, hoping to bother Oscar by banging on his can with it, but when Oscar sprays the Sound-off on the hammer, Gordon fails to make any noise when banging, and walks off sobbing. The same thing happens when a grouchy Bob shows up with some kids who bang on pots and pans.

Back in the present, Bob and Gordon briefly notice Oscar talking in his sleep.

Ernie and Bert: Ernie has a licorice whip that he offers to share with Bert. He divides the licorice in half with a pair of scissors, but then discovers that Bert's half is longer than his. He cuts off a little bit of Bert's half, and eats it. Then he discovers that his own half is longer than Bert's, and that's not fair, so he cuts a bit off of his own, and eats it. Ernie goes back and forth, shaving off more and more, until the licorice whip is gone.

In Oscar's dream, Oscar sprays Sound-off in all directions so that no one will bother him, and as a result, when Bad Humor Man (a Grouch) approaches with his ice cream cart, his bell won't ring, and Oscar misses out on a delicious chocolate-pickle ice cream cone. He sees the Bad Humor man walk away, and wishes he had his ice cream.
SCENE 3
Back in the present, Oscar wakes up from his dream, and realizes there's no such thing as Sound-off, to his relief. The Bad Humor man approaches, and Oscar asks for his ice cream.
