Enclave Hellfire Troopers are a rank of Enclave Soldier which are added to Fallout 3 in the Broken Steel add-on.

Enclave Hellfire Troopers are typically equipped with Heavy Incinerators, and also carry a Plasma Pistol as a sidearm. The armor which they wear, Enclave Hellfire Armor, is the strongest in the game in terms of DR rating tied with the rusted t-51b. Their heavy armor, combined with their significantly higher-than-normal health (which is on par with most NPC Companions), allows them to survive noticeably more damage than any other humanoid combatants, with the exception of certain special characters such as Fawkes, Star Paladin Cross, Charon, Commander Jabsco, or General Jingwei.
Enclave Hellfire Troopers should be considered a priority target; their Heavy Incinerators inflict high damage, they are surprisingly accurate with their weapons and will obstruct the player's vision with fire, making combat against them and other opponents rather difficult. Targeting and destroying their Heavy Incinerator in V.A.T.S. is advisable, this is much faster than killing the Trooper outright under most circumstances but simply concentrating all your efforts on putting them down will also work. Thankfully Hellfire Troopers are rarely encountered and there are usually no more than one in any given fight (Who Dares Wins is a notable exception).

Enclave Hellfire Troopers appear in the Fallout 3 add-on Broken Steel. They appear before and after the Take It Back! quest is completed. They are a relatively rare form of Enclave Soldier and you are far more likely to encounter Soldiers using Plasma Rifles and Hellfire Armor than the actual Hellfire Troopers.
