Elena is an NPC who is heavily involved in both the Plague City and Biohazard quests. Elena is the start for the Biohazard quest. In the former, players save her from her entrapment by the Mourners in West Ardougne. In the latter, players are to aid her delivery of three different chemicals to a scientist in south-east Varrock. She is also somewhat involved in the quest Mourning's Ends Part I when the player need to visit her in order to get a sieve. She is scared if the player visits her disguised as a mourner.
After Plague City, players can find Elena in her house in north-west of East Ardougne.
Elena is the daughter of Edmond and Alrena, who live together in a house just west of Elena's house. She is a missionary who voluntarily went to the plague-infected West Ardougne to try to help the people there.

Elena was a Section 31 Agent in the 24th century, posing as a Starfleet officer aboard Starbase 55. (Star Trek: Phoenix-X)
A good portion of her career was assigned to Starbase 55, where she would work closely with Agent Nelkast. The two were a replacement for Admiral Theseus, whom worked for Section 31, but was believed to be a loose-canon for the organization. Both Elena and Nelkast were ordered to watch the USS Phoenix-X closely, and give them missions for the agency.
The missions of top-secret both she and Nelkast gave out to the Phoenix-X would usually seem honorable and exploratory for a Starfleet ship, but would always end up serving a deeper more sinister purpose for the organization.
Elena is the more assertive of both she and Nelkast; essentially "wearing the pants" of the working relationship.

Elena Shelvay was an Imperial Security Bureau operative and sister of Corwin Shelvay.
After the murder of the Shelvay family at the hands of High Inquisitor Antinnis Tremayne, Elena was kidnapped and re-educated by the ISB. As a result of her re-education she was brainwashed to believe her brother was to blame for her family's murder due to his Jedi teaching. She became emotionally unstable as a result, but regardless of this, she was a competent and dedicated ISB agent. Her loyalty to the Empire saw her rapid ascension through the Imperial hierarchy, and she eventually became the aide of Moff Abran Balfour.
