Elaine Welsh was a female human in the 24th century.

Welsh was an architect who in 2371 was tapped to lead a design team for a new community on Lake Cataria on Betazed. During her time on Betazed, she befriended Betazoid ambassador Lwaxana Troi. Welsh was visiting Troi's home when she was killed, during the Dominion invasion of Betazed.

Welsh was married to Nathan Gold, with whom she had two daughters, Danielle and Simone. The two also had three grandchildren. (short story: "The Ceremony of Innocence is Drowned")

Elaine's death on Betazed was first mentioned in the SCE eBook Wildfire, Book Two.
