A Double agent only appears when doing Level 3 Clue Scrolls. He says "I expect you to die!" when he appears. His appearance is nearly identical to Uri, who appears after the double agent is killed. His equipment includes HAM robe top and bottoms, HAM logo, a pink cape, a black bowler hat (not an obtainable item), and a briefcase (also not obtainable).

Level 3 emote clues all around the world. When he appears in the Wilderness he is combat level 65 and hits a maximum of 10; otherwise, he is combat level 108 with a max hit of 15.
Although he attacks by punching, he can hit quite hard for his level. He appears to be weak to stab attacks, so a dragon dagger special attack works well against him. He only uses melee, so it's a good idea to turn on the Protect from Melee prayer immediately before fighting him.
The second he appears, equip your regular armour and hit him with four dragon dagger specials before switching to a better weapon and finishing him off. This kills him very fast, and he will likely hit very little on you. If you're lucky, you can safe spot him with a halberd.
The double agent's cry of "I expect you to die!" is a reference to the 007 film Goldfinger, in which Bond asks "Do you expect me to talk?", to which Goldfinger's reply is "No, Mr. Bond, I expect you to die!". A similar reference is made when talking with 50% Luke, except the player says "I expect you to die!"
When the Double agent was first released, it was possible for players to do the same emote, multiple times, resulting in a mass of Uri's spawning.
