Cougar is Doc Morbid's bodyguard in Junktown around 2161.

Cougar refers to himself in the third person, and also acts as the Doc's bodyguard along with his friend Flash. Not appearing particularly bright, he prefers directing any questions posed to him to Flash.

Interactions with the player character

All that Cougar ever does with the Vault Dweller, is to tell him to leave, and redirect questions to Flash.

From Grand Theft Wiki

Cougar is a character in the Grand Theft Auto series, who appears in two missions in Grand Theft Auto: Vice City (set in 1986). Cougar is a member of the Biker gang in Vice City, which is led by "Big" Mitch Baker. Baker introduces Tommy Vercetti to Cougar and fellow Biker Zeppelin, before having the three race each other to see how good Vercetti is on a motorcycle. Vercetti wins the race, defeating Cougar who is later described by Mitch Baker as being good on a bike. Cougar is later assaulted by the Sharks when they steal Baker's motorcycle, which Vercetti later retrieves.

Cougar was voiced by Blayne Perry.

Human-Covenant War

The Cougar is a lightweight, fast and highly flexible, versatile AFV constructed by the UNSC that was designed for, but ultimately cut from Halo Wars. Although heavy armor fire would eventually blow the Cougar away quite easily, this vehicle was highly effective holding and fending off enemy armored vehicles while slower friendly armored units were in transit to the battlefield. The Cougar had gained infamy in several urban tactical situations prior to the deployments in the war against the Covenant. [1]

It appeared as a somewhat standard armored fighting vehicle with two wheels up front and two pairs in the rear. It bore a small mounted turret armed with two auto-cannons, as well as a machine gun or grenade launcher on other concept art. There was a windscreen on its forward body, with two side windows to provide a fairly high amount of visibility for the driver, which would have proved useful.

According to Ensemble, the Cougar was cut from the game in favor of other vehicle ideas.[2] Its shape may have proved the inspiration of the SP42 Cobra[3], as its role in Halo Wars was originally an anti-vehicle unit. The Cougar bears a striking resemblance to the World War II armored car, the M-8 Greyhound.
