Colonel Green is a ghoul, and was a career soldier and the head of security and operations at the Reservation during his smooth skin days. He was a hard man who expected things to be done right the first time and would not tolerate whiners. Not much has changed in two-hundred years.
Colonel Green was not one of the original twelve volunteers to traverse the wasteland in search of survivors. He thought it was a futile cause and wanted to stay back and build up a community at the Reservation, of which he would be the leader. His dream to rule over a tiny empire was shattered when Willem Clark returned from his year long journey with nearly three dozen ghouls. It was like the Messiah returning from a holy pilgrimage. Colonel Green knew he could not compete with Willem after that. Instead, Colonel Green offered his military leadership skills to Willem and formed an elite group of ghoul guards. Under his strict command, he and his ghoul guards became every bit an efficient a warrior as any Enclave or BOS soldier. With the added bonus of high powered rifles, caravans and raiders who know about the Reservation know not to mess with Colonel Green and his crew.
The one snag about Colonel Green is that he is extremely envious and jealous of Dr. Willem Clark’s commanding power over his fellow ghouls. In addition, Colonel Green does not agree that taking the fight outward to potential enemies is a very good idea (the whole dirty bomb scenario). Green would prefer to build up the ghouls’ arsenal and take a defensive posture – bring the fight to us, if you dare - type of thinking. If he could figure out a way to undermine Willem and seize control, he would be a very happy ghoul.
Green did not appear nor was mentioned in any of the published games, but was to appear in the cancelled Fallout 3 project by Black Isle codenamed Van Buren. It is not certain if he will appear in any future Fallout game.

During his teenage years, in 2007, Green became involved with the Optimum Movement and was employed at one stage as a security guard outside the movement's covert Plymouth bunker in the United Kingdom. It was sometime in December 2008 that Green first met Captain Lewis, a Starfleet officer from the future, who was investigating the the nuclear threat that the movement represented on behalf of the Home Guard, Optimum's arch-enemy in the UK.
In the years following this, Green advanced in rank and position in the Optimum Movement, becoming its leader by the early 2020s. Known for his motto: "Overwhelm and devastate", Green was notorious for striking at his enemies during treaty negotiations. During the Third World War, Green led his faction of violent ecoterrorists whose actions led to the death of some 37 million people through the nuclear bombing of several contries. Barely two years after a cease-fire had ended the war, he ordered the euthanasia of hundreds of thousands of radiation sickened Humans in Great Britain so they wouldn't pass on mutations to future generations. Green outlined his rationale by speaking to a crowd about how they must "reject the impure and cast it out". Ironically, Green himself had not been left untouched by his involvement and his insistance on personally leading many of the attacks during the war caused him to be affected by nuclear radiation himself: Green lost much of his natural hair.
By 2028, Green's Optimum Group had taken control of south and south-west Great Britain, moving survivors of the nuclear attack and subsequent purge to special camps, essentially leaving the streets empty, save for contamination-suited military patrols. A small resistance group had built up, however, and ran raids against Optimum installations, with assistance from American and allied forces.
During the raid by Captain Lewis on the Optimum bunker to recover Jimb'a, following their attempt to stop the launch of even more nuclear weapons by the movement, Green was injured and shot in the head by Jimb'a and presumed dead.
Despite being shot at point blank range in his right eye, Green had obviously mutated enough himself that he could survive, and was able to recover in time.
